المستخلص: تهدف هذه الدراسة إلى معرفة وتحليل واقع الإنفاق العام الموجه لرأس المال البشري بالجزائر، والبحث في مدى مساهمته في تحقيق النمو الاقتصادي للفترة 2000-2015، وفي هذا الصدد تم الاعتماد على كل من الإنفاق العام الموجه لقطاعي التعليم والصحة في تقدير أثرهما على النمو الاقتصادي باستخدام الأسلوب القياسي. وتوصلت الدراسة إلى أنه بالرغم من ارتفاع هذا النوع من النفقات خاصة نفقات التعليم، إلا أن نتائجها الإيجابية المحققة تبقى ضعيفة ومحدودة، ويرجع ذلك من جهة أولى إلى الاهتمام بالجانب الكمي على حساب الجانب النوعي وعدم ربط سوق العمل بمخرجات التعليم، ومن جهة أخرى إلى غياب التجهيزات المادية الكفأة في الجانب الصحي.

This study aims to find out and analyze the reality of public spending for human capital in Algeria, And look at how its contribution to economic growth for the period 2000- 2015, This by reposing on public spending destined to education and health sectors to estimate their effect on economic growth using econometric analysis. The study concluded that, although this form of spending was high, especially education spending, its realized positive effects are still weak and limited due to the interest in quantitative side in comparison to the qualitative one, and the non-linking between labor market and education outputs. By another side, the absence of efficient material equipment in the side of health.

L’objectif principal de cette étude vise à mieux connaître la réalité des dépenses publiques destinées aux secteurs de l’éducation et de la santé en Algérie, à analyser leur contribution à la croissance économique pour la période 2000- 2015, et à évaluer par une approche économétrique, l’impact de ces dépenses publiques destinées au capital humain, sur la croissance économique et le développement. Cette étude est parvenue à la conclusion que, malgré l’augmentation de ce type de dépenses, notamment celles destinées à l’éducation, les résultats obtenus, et bien qu’ils soient positifs, restent tout de même faibles et limités. Cela est dû à la prise en compte de l’aspect quantitatif au détriment de l’aspect qualitatif, à l’absence de liaison entre le marché du travail et les outputs de l’éducation d’une part, et l’absence des équipements efficaces dans le domaine de la santé d’autre part.
