This article examines the suitability of Cost-Benefit Analysis (ACA) for evaluating development projects, focusing on the case of road projects in Morocco. The study aims to provide an overview of the evolution of this analysis, identify its weaknesses, and suggest ways to improve the evaluation procedures for development projects in general and road projects in particular. The article begins by defining ACA and its theoretical origins derived from surplus theory, focusing on the Net Present Value (NPV) criterion as a key tool, and clarifying the differences between it and financial profitability calculations. It then reviews the applications of ACA in Morocco, especially in evaluating road projects, considering investment and operating costs, vehicle operating costs, the value of time, and safety. The article also discusses the shortcomings of ACA, such as the complexity of multi-stakeholder decisions, excessive focus on the financial aspect, increased uncertainty, and the difficulty of evaluating externalities and determining reference prices. Finally, the article proposes the necessity of modifying evaluation methods to align with the current complex context, by expanding project design scope, developing comprehensive evaluation criteria, involving multiple stakeholders, and adopting adaptive and interactive evaluation procedures. It concludes that ACA should be viewed as a decision-making aid, not a definitive solution, and that there is a need for evaluation methods that improve the decision-making process.
