المستخلص: تناولت الدراسة عولمة البحث العلمي ودور المسؤولية المجتمعية للجامعات العربية في تحقيقها، واستهدفت التعرف على أبرز التوجهات الاستراتيجية العالمية لعولمة البحث العلمي، وممارسات تطبيقها في بعض الدول في إطار المسؤولية المجتمعية للجامعات، وواقع البحث العلمي بالوطن العربي والكشف عن الموارد والإمكانات المتاحة بالوطن العربي وغير مستثمرة في هذا المجال، والتي يمكن أن تلعب دورا حيويا في الارتقاء بالمستوى التنافسي للبحث العلمي العربي على المستوى العالمي واستثماره، وممارسات جامعات الوطن العربي لمسؤوليتها المجتمعية للارتقاء بالمستوى التنافسي للبحث العلمي العربي في ظل تلك التوجهات العالمية لإظهار موقع البحث العلمي العربي من الخريطة التنافسية العالمية. كما تناولت الدراسة المعوقات التي تحول دون تفعيل المسؤولية المجتمعية للجامعات بالوطن العربي للارتقاء بالمستوى التنافسي العالمي للبحث العلمي واستثماره. وفي ضوء ما توصلت إليه من نتائج أسفرت عن وجود حاجة ماسة لتطوير البحث العلمي من أجل تحقيق عولمته، وتفعيل دور الجامعات في هذا الأمر قدمت الدراسة استراتيجية مقترحة لتفعيل المسؤولية المجتمعية للجامعات بالوطن العربي في عولمة البحث العلمي واستثماره، بالاستفادة من التوجهات الاستراتيجية العالمية في هذا المجال، وممارسات تطبيقها بجامعات بعض الدول، والتي تم عرضها بالدراسة. استخدمت الدراسة المنهج الوصفي التحليلي من خلال عرض وتحليل للأدبيات والدراسات المتعلقة بالدراسة، وكذلك البيانات والإحصائيات المتاحة في تقارير المنظمات والهيئات الدولية، وتطبيق دراسة استطلاعية على أعضاء هيئة التدريس ببعض الجامعات العربية، وكذلك بعض القائمين على المؤسسات المجتمعية المستفيدة من نتاجات البحث العلمي (مؤسسات إنتاجية– شركات- مؤسسات تقنية.. وغيرها) عن أبرز المشكلات التي تعوق الجامعات في تطوير البحث العلمي بالوطن العربي واستثماره، واحتياجات التطوير. ومدخل الدراسات المستقبلية من خلال استطلاع آراء مجموعة من الخبراء في مجالات المسؤولية المجتمعية والبحث العلمي والتطوير والجودة بالجامعات العربية حول استشراف التوجهات الاستراتيجية المستقبلية للمسؤولية المجتمعية للجامعات في عولمة البحث العلمي واستثماره بالوطن العربي.

The study tackled the globalization of scientific research and the role of social responsibility for Arab universities in their achievement. It aimed to identify the most important global strategic directions for the globalization of scientific research and its application practices in some countries in the context of the social responsibility of universities and the reality of scientific research in the Arab world. In this field, which can play a vital role in raising the competitive level of Arab scientific research at the global level and investing it, and the practices of the universities of the Arab World for their social responsibility to raise the competitive level Arab scientific research in light of these global trends to show the location of the Arab scientific research of global competitiveness map. The study also dealt with the obstacles that prevent the activation of the social responsibility of universities in the Arab world to improve the global competitive level of scientific research and investment. The study presented a proposed strategy to activate the social responsibility of the universities in the Arab world in the globalization of scientific research and its investment, taking advantage of the global strategic directions in this field. , And its application practices in universities of some countries, which were presented in the study. The study used the descriptive analytical method by presenting and analyzing the literature and studies related to the study, as well as the data and statistics available in the reports of international organizations and bodies, and the implementation of an pilot study on faculty members in some Arab universities, , As well as some of the institutions of community institutions benefiting from the outputs of scientific research (productive institutions - companies - technical institutions... and others) About the most important problems that hinder universities in the development of scientific research in the Arab world and investment, and development needs. And the future studies approach Through Viewpoints of the views of a group of experts in the areas of social responsibility and scientific research, development and quality in Arab universities on the prospect of future strategic directions for the social responsibility of universities in the globalization of scientific research and investment in the Arab world.
