المستخلص: يمثل الرصد الإعلامي بأنشطته وتطبيقاته المختلفة الجسر الذي يربط صناع السياسات والقرارات بواقع الأداء الإعلامي بكل من وسائل الإعلام التقليدية والجديدة؛ ويعد الرصد الإعلامي الرافد الأكثر صدقية في توفير البيانات والمعلومات التي يستند إليها صناع القرار في ضبط الأداء الإعلامي، وفي دفع المؤسسات الإعلامية وحثها لتأخذ المسار الصحيح الذي يتناغم مع مصالح المجتمع ويتماهى مع منظومته الأخلاقية.
وثمة فروق جلية بين الرصد الإعلامي والرقابة حيث تعني الأخيرة المنع والهيمنة، أما الرصد الإعلامي فينشد تطوير منظومة الإعلام، ويسعى لتكريس الوظائف المواتية لوسائل الإعلام في المجتمع عبر الزمن.
وقد تعاظمت أهمية أنشطة الرصد الإعلامي وتطبيقاته في الآونة الأخيرة في ظل تعقد المجتمعات، وتنامي أنشطة المؤسسات والشركات التجارية الإقليمية والدولية، وجنوح الأداء الإعلامي إلى الممارسات الدعائية، وتوظيف الإعلام في الهجوم على الخصوم والمعارضة، والإساءة للرموز الوطنية والمؤسسات المجتمعية ذات الاعتبار، فضلاً عن توظيف الإعلام في تأجيج الصراعات وصناعة الكراهية؛ وفي هذا الصدد بات الرصد الإعلامي للمضامين الإعلامية سواء في الوسائل التقليدية أم الجديدة أمراً ضرورياً وجوهرياً للحد من التداعيات السلبية للممارسات غير المسئولة – من قبل تلك الوسائل – على الأفراد والجماعات الاجتماعية والمجتمع في مجمله.
وثمة إشكالية تواجه الرصد الإعلامي منذ بداية العقد الأول من الألفية الثالثة وحتى الآونة الحالية ألا وهي مستوى الحرفية في عملية تحويل المفردات اللغوية الكيفية إلى لغة العد والإحصاء؛ وفي هذا الصدد يؤكد فريق من الباحثين في مجال الرصد الإعلامي وبرامج الحاسب الآلي على أنه ينبغي تطوير البرامج الجاهزة في هذا الشأن لتكون أكثر دقة وشمولية. فمثلاً عند تتبع ورصد القوى الفاعلة في التغطية الإجبارية بوكالات الأنباء للأحداث البارزة في دولة معينة؛ فإنه ينبغي وضع مصفوفة الاحتمالات التي يمكن أن تتجلى من خلالها المفردة اللغوية المعينة التي يتم رصدها في النصوص الصحفية بقوالبها وأشكالها المختلفة.
على سبيل المثال إذا أردنا أن نتتبع ونرصد بدقة تأثير الرئيس الأسبق مبارك كفاعل في التغطية الإخبارية بوكالات الأنباء لإرهاصات ثورة 25 يناير وأحداثها حتى فترة ما قبل تنحيه عن السلطة في الحادي عشر من فبراير 2011م؛ فإنه ينبغي أن تتضمن مصفوفة الاحتمالات لذكر "مبارك" كفاعل رئيس في تلك الأحداث البارزة ما يلي:

حسني مبارك
الرئيس مبارك
الرئيس حسني مبارك
الرئيس المصري مبارك.
الرئيس المصري حسني مبارك.
والامر الذي ينبغي الاعتراف به هو أن ثمة فجوة بين الدول المتقدمة في مقابل الدول النامية بشأن أنشطة الرصد الإعلامي وتطبيقاته حيث دأبت الدول المتقدمة على الاستفادة من مخرجات الرصد الإعلامي في تطوير مؤسساتها الإعلامية، كما دأبت على توفير المخصصات المالية والتقنيات والأدوات البحثية والبرامج الجاهزة الكفيلة بتحقيق شروط الدقة والموضوعية والرصانة في مخرجات الرصد الإعلامي. على حين ما يزال جدل يثور في الدول النامية بشأن تقييم أهمية الرصد الإعلامي وجدواه في عملية التطوير الإعلامي. ويثور هذا الجدل في ظل الاهتمام البالغ من قبل الباحثين والراصدين الإعلاميين في الدول المتقدمة بتطوير أدوات رصد المضامين والقضايا والرؤى والاتجاهات بوسائل الإعلام الجديدة والمجتمعات الإلكترونية!!!
وفي ضوء الأهمية البالغة لأنشطة الرصد الإعلامي في المجتمعات المختلفة؛ وبخاصة تلك التي تمر بمرحلة التحول السياسي نحو الديمقراطية – ومنها مصر -؛ يوصي الباحث بما يلي:
العمل على نشر ثقافة رصد وتتبع المضامين الإعلامية وتقويمها؛ وبخاصة لدى منظمات المجتمع المدني لتضطلع بدورها في حماية المجتمع من الممارسات غير المهنية لوسائل الإعلام المختلفة.
تبصير الرأي العام بأهمية مستخلصات ومخرجات أنشطة الرصد الإعلامي ليكون الرأي العام على وعي ودراية بواقع الأداء الإعلامي في المجتمع؛ وما ينبغي عليه القيام به حيال خروج وسائل الإعلام على المنظومة القيمية والأخلاقية في المجتمع في فترة ما أو فترات زمنية بعينها.
تبني منطق تعدد أنماط ملكية المراكز والوحدات التي تضطلع بأنشطة الرصد الإعلامي وتطبيقاته بما يسمح بعملية المقارنة بين مخرجاتها، والحكم الرشيد على مصداقية نتائجها.
تنمية الوعي لدى صناع القرار بأهمية توفير المخصصات المالية اللازمة لتنفيذ أنشطة الرصد الإعلامي على الوجه الأمثل؛ وبما يصب إيجاباً في خدمة عملية صناعة السياسات والقرارات الرشيدة.
التدريب الدوري والمستمر للكوادر البشرية التي تضطلع بأعباء ومهام عمليات الرصد الإعلامي؛ مع التأكيد على أهمية تدريبهم على الأدوات والبرامج الجاهزة في مجال الرصد الإعلامي سواء الكمي أو الكيفي.
الاهتمام بمد جسور التعاون مع الهيئات والمنظمات الدولية المعنية برصد المضامين الإعلامية وتقويم الأداء الإعلامي كما هو الحال في منظمة اليونسكو التي تقدم العديد من الخدمات اللوجيستية سواء على مستوى التقنيات أم الاستشارات.
توظيف أسلوب التحليل النقدي للمضامين الإعلامية المختلفة؛ وبخاصة عندما يتعلق الأمر برصد أداء وسائل الإعلام، والمعايير المهنية لهذا الأداء، والأخلاقيات المرتبطة به.
بذل مزيد من الجهد العلمي المقنن لبناء مدخل تكاملي وتوافقي موحد يسمح بدوره برصد وتحليل وتقويم مضامين كل من وسائل الإعلام

التقليدية والجديدة في ضوء الانطلاق من نقاط التقارب، والحد من تأثيرات نقاط الاختلاف والتباعد.
الاهتمام البالغ بإجراء أنشطة الرصد المقنن والمنتظم في إطار ثنائية القبلي/ بعدي بالتطبيق على الأحداث الجسام كالثورات والتحولات الاقتصادية والانقلابات العسكرية؛ للوقوف على وضع حرية الإعلام والتعبير قبل تلك الاحداث وبعدها؛ وبذلك تضطلع أنشطة الرصد الإعلامي بوظائف التوثيق والتأريخ والتقويم في آن واحد، وتضحى نتائجها ومخرجاتها رصيداً موضوعياً للباحثين المتخصصين، وكذلك الأجيال القادمة لتقويم تلك الأحداث الجسام وتأثيراتها على حرية الإعلام والصحافة والتعبير في مجتمعاتهم المعينة.


With its various activities and applications, media monitoring is the bridge linking policymakers and decision-makers to the reality of media performance with both traditional and new information tools. Media monitoring is the most authentic tributary in providing data and information on which decision-makers base in controlling media performance and pushing and urging media organizations to take the right path that is consistent with society's interests and aligned with its ethical system.
There are obvious differences between media monitoring and censorship. The latter means prevention and dominance, while media monitoring desires to develop the media system and seeks to devote favorable functions to the media in the society over time.
The importance of media monitoring and applications has grown in recent times with the complexity of societies, the growing activities of regional and international business enterprises and companies, and the tendency of media performance to propaganda practices, employing media to attack opponents and opposition, abusing national symbols and societal institutions with consideration, in addition to using the media to fuel conflict and hatred. In this regard, monitoring media content, both in traditional and new information tools, is essential to reduce the negative impact of irresponsible practices, from media, on individuals and social groups, and society as a whole.
A problem facing media monitoring from the beginning of the third millennium to the present is the level of professionalism in the process of transforming qualitative vocabulary into counting and statistics. In this regard, a team of researchers in media monitoring and computer programs emphasizes that the software should be developed to be more accurate and comprehensive. For example, when tracking and monitoring high-profile events in a given state by the forces involved in the mandatory coverage of news agencies, a matrix of possibilities should be developed through which a particular vocabulary monitored in press texts can be reflected in its various formats and forms.
For example, if we want to closely track and monitor the influence of former President Mubarak as an actor in news coverage by news agency of the January 25 revolution and its events until the period before he stepped down from power on February 11, 2011; the probability matrix for mentioning Mubarak as a key actor in those major events should include the following:

What should be recognized is that there is a gap between developed and developing countries over media monitoring activities and their applications. Developed countries have always benefited from the outputs of media monitoring in developing their media institution. They have also been providing fund allocations, techniques, research tools, and ready-made programs to ensure accuracy, objectivity, and sobriety in media monitoring outputs. The controversy still arises in developing countries regarding the assessment of the importance and usefulness of media monitoring in the media development process. This controversy arises in light of the keen interest of researchers and media monitors in developed countries in developing tools to monitor content, issues, visions, and trends in new information tools and electronic communities!!!
In view of the critical importance of media monitoring activities in different societies, especially those undergoing a political transition to democracy — including Egypt — the researcher recommends that:
Promoting a culture of monitoring, tracking, and evaluating media content, especially among civil society organizations, to play their role in protecting society from unprofessional practices of various media;
Making public opinion aware of the importance of the extracts and outputs of media monitoring activities so that public opinion is aware of the reality of media performance in society; and what it should do about the media leaving value and ethical system in society in a given period or periods of time;
Adopting the logic of multiple patterns of ownership of centers and units that carry out media monitoring activities and their applications in order to allow comparison of their outputs and good governance on the credibility of their results;
Developing awareness among decision-makers about the importance of providing the necessary fund allocations for the optimal implementation of media monitoring activities, and in order to serve the process of making policies and rational decisions;
Providing regular and continuous training to human cadres who carry out the burdens and tasks of media monitoring operations, while emphasizing the importance of training them on tools and programs ready in the field of media monitoring, both quantitative and qualitative;
Paying attention to extending cooperation with international bodies and organizations concerned with monitoring media content and evaluating media performance, as is the case in UNESCO, which provides many logistical services both at the level of technology and consultancy;
Employing critical analysis of different media content, especially when it comes to monitoring media performance, professional standards for such performance, and associated ethics;
Making more systematic scientific effort to build a unified integrative and harmonic approach that in turn allows monitoring, analyzing, and evaluating the contents of both traditional and new information tools in light of starting from the points of convergence and reducing the effects of points of difference and divergence;
Particular attention should be given to conducting regular and rule-based monitoring activities in a pre and post framework by applying to serious events such as revolutions, economic transformations, and military coups to ascertain the status of freedom of information and expression before and after such events. Thus, media monitoring activities carry out both documentation, history, and evaluation functions. Their findings and outputs become an objective asset for specialized researchers and future generations to assess these major events and their effects on freedom of media, press, and expression in their respective communities.
