المستخلص: تعتبر الأمطار من أكثر الموارد الطبيعية أهمية في البيئات الجافة التي لا يتوافر فيها مصادر مائية أخرى. ويكون الهطل المطري في هذه البيئات متغير وغير كاف لتلبية الاحتياجات الأساسية لإنتاج المحاصيل. إن معظم هذه المياه يضيع نتيجة التبخر والجريان، تاركة فترات متكررة من الجفاف خلال موسم النمو. ويمكن أن تتسبب هذه المياه خلال جريانها بانجراف كبير للتربة مشكلا الأخاديد. ويعتبر الاحتفاظ بمياه الأمطار واستخدامها بكفاءة أمرا أساسياً بالنسبة لأي مشروع متكامل للبحوث والتنمية. ويمكن لحصاد المياه أن يلعب دورا مهما في تحقيق أهداف مثل هذه المشاريع بتوفير المياه للاستخدام البشري والحيواني وزراعة المحاصيل المختلفة فضلا عن وقف تدهور الأراضي ومكافحة التصحر وبالتالي التخفيف من حركة الهجرة إلى المدن وما يترتب على ذلك من مشاكل اجتماعية. قدمت المقالة تعريفاً بمفهوم حصاد المياه قديماً وحديثا ودور المركز الدولي للبحوث الزراعية في المناطق الجافة (إيكاردا) بتطوير مشاريع للجمع ما بين المعرفة المحلية وتلك الحديثة لما فيه فائدة لمنطقة غربي آسيا وشمالي إفريقيا، مع استكشاف إمكانية استخدام هذه التقانات والعمل على تكييفها مع الظروف المحلية. وقد شملت المقالة استعراضا لنظم حصاد المياه قديمها وحديثها حيث تم تصنيف هذه النظم على أساس مساحة مكون المستجمع المائي لنظام حصاد المياه إلى: نظم المستجمعات المائية الصغيرة وتلكم ذات المستجمعات المائية الكبيرة. ولمتون الكفاف دور بالغ الأهمية في ميدان حصاد المياه ويكمن مفتاح نجاح هذه النظم بوضع المتون بأكثر دقة ممكنة على طول خط الكفاف. وتعتبر عملية إنشاء المتون تقنية بسيطة. ويمكن إنشاؤها على نطاق واسع من المنحدرات، من 1% حتى 50%. وقد شددت المقالة على أن نجاح مشروعات حصاد المياه لا يعتمد على الهندسة الجيدة والمعاملات الزراعية الملائمة فحسب، ولكن الاعتبارات الاجتماعية -الاقتصادية تتسم بالأهمية ذاتها أيضاً. وقد تم ذكر بعض التجارب التطبيقية مع تضمين خلاصة بالنتائج المتحققة منها والتوصيات لمشاريع حصاد مياه في الباديتين السورية والأردنية. وقد قدمت المقالة عدد من المؤشرات والمقترحات لفرص الاستثمار التنموي في مجالات حصاد المياه. تعد الأنواع المحلية للمحاصيل والأشجار هي الأفضل تكيفاً مع البيئة على وجه العموم ويجب أن تحظى بالأولوية مقارنة مع الأنواع المدخلة. غير أن حصاد المياه قد يعطي الزراع إمكانية زراعة أنواع اعتبرت زراعتها سابقاً مجازفة كبيرة ويوصى بانتخاب أشجار وشجيرات ومحاصيل متحملة للجفاف. وبشكل عام تستطيع الشجيرات والأشجار العلفية في بيئات أكثر جفافاً التجدد بشكل أسرع عقب رعي جائر. ولضمان أكبر كفاءة في استخدام المياه والحصول على حصاد سريع للمياه، فإنه يجب إعطاء الأولوية للمحاصيل الشتوية. وعندما يقع الاختيار على الأشجار، فإن توافر تربة عميقة ذات طاقة تخزين كافية للمياه يعتبر أمرا أساسياً. وقد خلص المقال بالتأكيد والتشديد على أهمية دعم البحوث والتنمية في البيئات الجافة ويجب التأكيد على أن الهدف الأمثل من حصاد المياه على مستوى المزرعة هو إيجاد نظام إنتاج زراعي مستدام وصديق للبيئة. والهدف منه تكميل النظام القائم لاستعمال المياه وليس استبداله. ويجب أن تكون النظم المحسنة مقبولة على الصعيد الاجتماعي وتتسم بإنتاجية أكبر. ويوصى بأن تكون مساهمات حصاد المياه جزءا من خطة التنمية المتكاملة للأراضي والموارد المائية، مع الأخذ بعين الاعتبار كافة الجوانب والمدخلات التقنية، والزراعية، والاجتماعية -الاقتصادية والمؤسسية.

Rain is the most important natural resource in the drier environments; where there is no other water source available. Rainfall in these environments is highly variable and usually inadequate to meet the basic requirements for crop production. Often rain comes in intense bursts resulting in surface run off and uncontrolled rill and gully water flow. Thus, the land is deprived of its share of rainfall and the growing plants endure severe moisture stress periods, which significantly reduces yield. Capturing the rainwater and making efficient use of it is crucial for any real improvement in productivity and farmers income in these areas. Water harvesting can play an important role in meeting such objectives by making water available for domestic, animal, and crop production purposes. Water harvesting helps in halting land degradation and combating desertification. It also helps reducing migration of rural dwellers to cities that usually results in numerous social and environmental problems. The article presents an introduction to the concept of water harvesting past and present, and highlights the role of ICARDA in developing projects blending to benefit the poor in the West Asia and North Africa dry region including the traditional and modern water harvesting techniques and practices. These techniques are classified, based on the size (area) of their catchments from which surface runoff is collected, into Microcatchment and Macrocatchment. Contour ridges and bunds play important role in water harvesting systems. The success of these systems lies in the correct alignment of the ridges and bunds along the contours. They can be constructed over wide range of slopes from 1 to 50%. Water harvesting projects do not depend solely on good engineering and suitable agronomy for their success. Socioeconomic considerations are just as important. It is of the utmost importance, therefore, to take the end users values, perceptions, attitudes and preferences into consideration rather than try to impose solutions on them. The selected case studies and success stories for water harvesting implementation, in the Syrian and Jordanian badia and number of suggestions for development and investment opportunities in water harvesting were proposed. Local crop or tree species are best adapted to the environment and should have priority over introduced species. Water harvesting may, however, allow farmers to grow species previously considered too risky. It is strongly recommended that drought-tolerant trees, shrubs and crops be selected. In drier environments, fodder shrubs and trees are generally able to recover more quickly after heavy grazing. To ensure the most efficient use of water and to obtain a harvest rapidly, winter crops should be given priority. When trees are selected, it is essential that deep soil with sufficient water-storage capacity is available in order to provide the necessary moisture over the entire dry period of the year. The article concluded the importance of supporting research and development in the dry environments. It should be emphasized that the ultimate goal of on-farm water harvesting is a sustainable and environmentally friendly system. The aim is to complement rather than replace the existing water-use system. Improved systems must be socially acceptable as well as more productive. It is highly recommended that water harvesting interventions form part of a plan for integrated land and water resources development and takes into consideration all the necessary technical, agricultural, socioeconomic and institutional aspects and inputs.
