المستخلص: يتناول هذا البحث العلاقة بين الفعل العمومي ومقاربة التدبير التشاركي، من خلال تحليل كيفية تفاعل السياسات العمومية مع آليات المشاركة المجتمعية في اتخاذ القرار. ينطلق البحث من فرضية أن الانتقال من النموذج التقليدي في إدارة الشأن العام إلى نموذج يقوم على إشراك الفاعلين المحليين والمجتمع المدني يعزز فعالية الفعل العمومي ويزيد من مشروعيته. اعتمدت الدراسة على منهج تحليلي وصفي للنصوص الدستورية والقوانين التنظيمية المرتبطة بالديمقراطية التشاركية، مع دراسة حالات ميدانية لبعض المبادرات المحلية التي اعتمدت آليات تشاركية في وضع السياسات أو تنفيذها. أظهرت النتائج أن دستور 2011 أسس لإطار قانوني يعترف بحق المواطنين في المساهمة في صياغة وتتبع السياسات العمومية، وذلك عبر آليات مثل العرائض والملتمسات وهيئات التشاور. كما بيّن البحث أن تطبيق هذه الآليات على أرض الواقع كشف عن محدوديات تتعلق بضعف القدرات التنظيمية للمجتمع المدني، وبطء تجاوب المؤسسات العمومية، إضافة إلى تأثير الثقافة السياسية التقليدية التي ما تزال تميل إلى المركزية. وأوضحت الدراسة أن نجاح التدبير التشاركي رهين بمدى توفر إرادة سياسية حقيقية، وتخصيص موارد بشرية ومالية كافية، وإرساء قنوات تواصل فعالة بين الدولة والمجتمع. خلص البحث إلى أن الفعل العمومي في المغرب يواجه اختبارًا حقيقيًا في تحقيق التدبير التشاركي، وأن تجاوزه يتطلب إصلاحات مؤسساتية وثقافية تعيد بناء الثقة بين الدولة والمواطنين وتكرس مفهوم الشراكة في صنع القرار العمومي. كُتب هذا المستخلص من قبل دار المنظومة 2025، باستخدام.AI

This research explores the relationship between public action and participatory management, analyzing how public policies interact with mechanisms of community participation in decision-making. The study assumes that shifting from a traditional model of public administration to one based on the inclusion of local actors and civil society enhances the effectiveness and legitimacy of public action. A descriptive-analytical method was employed, focusing on constitutional and legal provisions related to participatory democracy, along with case studies of local initiatives that implemented participatory approaches in policy design or execution. Findings reveal that the 2011 Constitution established a legal framework recognizing citizens’ right to contribute to the formulation and monitoring of public policies through mechanisms such as petitions, motions, and consultative bodies. The research also shows that the practical implementation of these mechanisms exposed limitations, including weak organizational capacities within civil society, slow institutional responsiveness, and the persistence of a centralized political culture. Results highlight that the success of participatory management depends on genuine political will, adequate allocation of human and financial resources, and the establishment of effective communication channels between the state and society. The study concludes that public action in Morocco faces a real test in achieving participatory management, and overcoming it requires institutional and cultural reforms to rebuild trust between the state and citizens while consolidating the concept of partnership in public decision-making.
