المستخلص: مدينة الناصرية من مناطق الجذب السكاني من قبل سكان الأقضية، والنواحي التابعة لمحافظة ذي قار، إلا أنها عانت من غياب الخطط الشاملة، التي تنظم السكن العشوائي، وسكن التجاوز، والتوسع العمراني غير المخطط له، ومما عانت منه: الزحف العمراني على الأراضي الزراعية، التي تقع على جانبي نهر الفرات باتجاه ناحية أور، مما أدى إلى تزايد البناء في تلك المناطق الزراعية، وأصبح الزحف العمراني يسير بوتيرة متزايدة، متجاوزا القانون الزراعي، وإ، كان غير مفعل من قبل وزارة الزراعة، الذي يحد من توجه المواطنين نحو البناء في المناطق الزراعية كما كان في النظام السابق الذي يمنع من تجريف للبساتين والأراضي الزراعية . فضلا عن أنه لا يوجد أي تحرك من قبل الحكومة المحلية بتشريع أو تفعيل للقوانين، التي تحد من التجاوز على الأراضي الزراعية الخصبة على جانبي نهر الفرات، لذلك ومن موقع الشعور بالمسؤولية تجاه التخريب الذي يطال هذه الأراضي عالية القيمة الزراعية هدف هذا البحث إلى بيان أسباب الزحف العمراني على جانبي نهر الفرات باتجاه ناحية أور، وأثره على الأراضي الزراعية، وبساتين النخيل، وهذا واضح من طريق المقارنة بين خريطة سنة 2010 وخريطة سنة 2019 للمنطقة، وبفاصل زمني قدرة 9 سنوات؛ إذ شهدت هذه المنطقة زحفا عمرانيا، كبيرا، وسريعا، وغير مدروس، وكذلك بينت في هذا البحث أسباب بيع أصحاب تلك الأراضي الزراعية، والفلاحين لأراضيهم بهذا الشكل الذي أنهى أي شكل من أشكال الحياة الزراعية، التي كانت موجودة فيها، وهذا ما رأيته من خلال اللقاء مع الفلاحين، وأصحاب مكاتب العقارات في المنطقة المعنية. وأوصيت من خلال البحث إلى تفعيل القوانين التي تمنع من التجاوز والزحف على الأراضي الزراعية المنتجة، وإيجاد الحلول التي تحد من الزحف العمراني غير المخطط له عن طريق بناء البيوت بشكل عمودي، وليس أفقيا للتقليل من مساحة الأرض المستخدمة في البناء، والعمل على إنشاء المناطق السكنية في الأراضي الوعرة غير الصالحة للزراعة، وغير المنتجة بدلا من البناء في الأراضي الزراعية الخصبة.

The city of AL-nasiriyah is one of the most attracted places for the people who are coming from the countryside and the surrounding areas. It is overwhelmed by the absence of plans which regulates the random and illegal housing and unplanned urban expansion and unauthorized construction on agricultural land on both bonks of EUFRATES toward UR . Leading to increased construction in those area. Urban crawling is progressing at accelerating pace, despite the existence of agricultural law, which prevents this construction .This agricultural law is not enabled from the ministry of agricultural as was in previous Regime which prevents. This law the people from construction and also bulldozing of or chards. There is also no movement from local government to legislate or activate the laws which prevent overtaking the territory of agricultural fertile on the both banks of the EUFRATES toward UR restrict. The effects of this over taking is clear if we make a comparison between the map of 2010 and the map of 2019 for the same area during an interval 9 years .This area witnesses very rest and fast growing of construction but uncharted. Through this research I try to explain the reasons which make the owners of those lands to sell them in this manner. This sort of selling finish all the forms of the agricultural natural of these lands. This is what I have seen through the interviews that I have made with the farms and the owners of real estate offices in the prescribed area. My recommendations through this research to activate the rules which prevent any kind of overtaking on the productive agricultural areas. Also to find out the solutions which stop the unplanned constructions by building the vertical housing and avoid the horizontally ones. The purpose is reduce from the land which is exploited for constructions. Also to constructions the residential areas on lands which are not suitable for agricultural and nonproductive instead of the building on the fertile land.
