تعتبر الحوادث المرورية من أهم المشكلات التي تعاني منها المجتمعات المعاصرة ولاسيما المجتمع الليبي - ولا ريب في هذا - فليبيا تعد من دول العالم الأولى التي لوحظ ازدياد معدل الحوادث المرورية بها، إضافة إلى الخسائر الاقتصادية التي تتكبدها الدولة نتيجة هذه الحوادث تهدف هذه الورقة لإلقاء الضوء على الحوادث المرورية بمنطقة الجبل الأخضر (شعبية البيضاء سابقا( فالتدهور الأمني وضعف أجهزة الشرطة والمرور في ليبيا بشكل عام وبمنطقة الجبل الأخضر بشكل خاص وعدم وجود رقابة على استيراد المركبات مع بقاء الطرق كما هي عليه دون صيانة أو توسعة زاد من تفاقم وازدياد أعداد الوفيات والجرحى والإصابات البليغة ذات الإعاقة جراء هذه المشكلة مما نتج عنها تدني ملحوظ في السلامة المرورية، كما تناقش هذه الورقة أيضا أهم الأسباب التي أدت لازدياد مشكلة الحوادث والمتمثلة في العنصر البشري وسلوكياته، ووسائل النقل، وعنصر الطريق وضعف التصميم الهندسي والإنشائي به وعدم وجود صيانة دورية لجسم الطريق، وأخيرا عنصر البيئة. كما تم اقتراح عدة توصيات بنهاية هذه الورقة وذلك للحد من الحوادث على الطرقات ورفع مستوى السلامة المرورية بمنطقة الدراسة، كما شملت هذه التوصيات عدة عوامل لرفع كفاءة أجهزة المرور من إنشاء مراكز بحوث تواكب التقدم بهذا المجال والاستفادة منها وإجراء منظومات متكاملة مرتبطة بكافة مدن الدولة الليبية.
Traffic accidents are considered among the problems that effect modern societies especially Libyan society. And this is not strange as Libya is regard as one of the devolving countries .it has been noticed the increase of traffic accidents in Libya .And these traffic accidents can burden the country financially, so this paper is aim to shed the light on traffic accidents in AL-Jabal Al-Akhadar province. By and large, security deterioration, the weakness of traffic police institution, and the weakness of police institution in general are among the things that cause this problem. In addition, there are no strict laws on vehicle imports and that has made the situation worse .Furthermore, rode are left without any maintenances or widening. it is known traffic accidents cause casualties, loses in lives , and money. This paper also discusses the main causes that lead to the increase of traffic accidents .And these main causes are drivers ̛ behaviors, vehicles, that road and its weakness of its designs and instructions and last but not the last the ecosystem of the province. In the conclusion of this paper, there are some recommendations of this paper there are some recommendations and suggestions that can limit traffic accents and raise road safety in the provinces. This paper also suggests and recommends ways that can enhance and improve traffic police institutions, and this could be achieved by constructing research centers, installing database that connect that whole provinces in the country together.
