لقد أسهم القطر الليبيّ إسهامات كثيرة في بناء المدرسة الفقهيّة المالكيّة، وصنيع عليّ بن زياد الطرابلسيّ في إدخال الموطأ إلى المغرب العربيّ أكبر دليل على ذلك، وبذلك يكون قد حاز قصب السبق في هذا المضمار؛ حيث يُعدّ موطؤه أقدم وأنفس مخطوط ليبيّ ومنه كانت البداية، ولا جرم أن يقال إنه هو من وضع أسس الثقافة الإسلاميّة بشكل عامّ في المغرب الإسلاميّ والفقه المالكيّ بشكل خاصّ وشيّد بنيانه حتى صار العُمدة والمرجع في هذا القطر. لكن مع توالي الأزمنة على هذا القطر حصل نوع من الفتور حتى شاع الجهل بين الناس فكانت دعوة السيّد محمّد بن على السنوسيّ انطلاقة جديدة لعودة العلم ودراسة الفقه لا سيّما في برقة. ويعدّ الشيخ أبو القاسم التواتي أحد المنتسبين إلى هذه الدعوة المباركة، الناسجين على منوال مؤسّسها؛ فخدم التراث الفقهيّ المالكيّ بالشرح والتوضيح والتلخيص، كما واكب بعلمه بعض النوازل الفقهيّة التي كانت تعدّ مستجدّة في وقته، الأمر الذي يُظهر مدى سعة علمه وإحاطته بالمذهب المالكيّ أصولا وفروعًا.
Libya has greatly contributed to the construction of the Maliki school of thought. Obviously, the contribution of Ali Ben Ziad Attarabulsi in bringing the Muwata of Imam Malik to the Arab Maghreb is the greatest contribution. Thus, Ali Bin Ziad Attarabelsi is the first contributor in this field whose Muwata is considered as the oldest yet the most valuable manuscript of the Maliki school of thought in Libya. Undoubtfully, Attarabulsi is the one who generally laid the foundations of the Islamic culture in the western Maghreb, particularly the Maliki school of thought. Attarabulsi was successively building its structure until he became the main reference of this school. However, ignorance spread among the people over time until the call of Mr. Muhammad Ben Ali Assunusi reached out to people where knowledge and figh study returned, especially in Barqa. Sheikh Abu Al-Qasim Attuwati was one of the associates of this blessed call who continued that school of thought and contributed in teaching the tradition of the Maliki school with explanation, clarification, and summarization. Moreover, he tackled some other fighi tendencies that was emerging at his time, which distinguishes his wide knowledge and expertise of the Maliki school of thought either in its principles or branches.
