|a هدفت الورقة إلى تتبع جذور أزمة السيولة في الاقتصاد الليبي، ومعرفة الأسباب التي أدت إلى تفاقمها، ومن ثم تدهور قيمة العملة المحلية، وإلى ارتفاع المستوى العام للأسعار، واقتراح الحلول لمعالجتها وتم استخدام أسلوب الإحصاء الوصفي في التحليل من خلال استخدام البيانات الإحصائية الصادرة عن مصرف ليبيا المركزي. وغطت الورقة الفترة من 2008 م إلى 2015 م، نظراً لدلالاتها السياسية والاقتصادية. توصلت الورقة إلى أن جذور الأزمة ظهرت في منتصف شهر مارس 2011 م، خلال فترة ما يسمى بالربيع العربي، ثم تطورت مع تفاقم الأزمة السياسية والصراع على السلطة، وكانت أهم العوامل التي قادت إلى تلك الأزمة ما يلي: أسباب فنية نتيجة لبعض الإجراءات الخاطئة التي قام بها المصرف المركزي، وأسباب مالية نتيجة نقص في الإيرادات النفطية، وأخيراً الأسباب السياسية والأمنية قادت إلى الانفلات الأمني. جلها دعمت جذور الأزمة حتى استفحلت وأضحت بشكلها الحالي؛ قاد الاقتصاد للدخول في حالة الهلع النقدي، وقيام الأفراد بسحب مدخراتهم المصرفية نتيجة لفقدان الثقة في الدولة ومؤسساتها المختلفة، خصوصاً القطاع المصرفي.

|b The main objective of this paper is to trace the roots of the liquidity crisis in the Libyan economy, and find out the reasons that led to the aggravation, and led to the deterioration of the value of local currency, as well as an increase in the general price level and to propose solutions to address them, it has been using descriptive statistics method in the analysis through the use of statistical issued by Bank data Central Libya. The paper covered the period from 2008 to 2015, given the political, economic and financial implications. The paper reached to the roots of the crisis emerged in mid- March 2011, during the period of the so- called Arab Spring, then evolved with the worsening political crisis and the struggle for power, and the most important factors that led to the crisis the following: technical factors as a result of the actions carried out by the bank for central and there are financial reasons as a result of a shortage of oil revenues and, finally, the political and security reasons and led to lawlessness. All of which supported the roots of the crisis has worsened and become even in its current form, which led the economy to enter into a state of panic cash, and paying individuals to withdraw their savings bank as a result of loss of confidence in the state and its various institutions, particularly the banking sector.
