|a The aim of this research to examine the implementation of Public Private Partnership in Kuwait for housing welfare project by studying the critical factors and finding correlation between Project Implement Ability and Effective Procurement, Government Guarantees, Favorable Economic conditions, Available Financial Market and Demographic. In this research quantitative & qualitative methods adapted with use of questionnaire and interviews. The data were analyzed using SPSS and MS excel. The research found that there is significant correlation between Project implementation ability using PPP and the dimensions under research i.e. Effective Procurement, Government Guarantees, Favorable Economic conditions, Available Financial Market and no correlation with Demographic. Based on the research it is concluded that Public Private Partnership can play a very active role in solving the housing welfare schemes by efficient procurement and effective management under Government guarantees and favorable economic conditions and favorable environment provided by the government. In order for the PPP to be successful in this scheme, it is essential that an effective legal frame work to the designed to project the interest of all stake holders and both Public and Private sector need to be committed to such projects. This research is limited to views of limited number of experts in the field and does not cover the views of general public and does not cover the technical and legal requirement of such projects. Hence it is recommended that in future such work to be expanded to cover other key dimensions such as demand, acceptability of end user, technical requirement and resource allocation (i.e. land), clearly defining the role of each sector.
