فقد تم تقسيم البحث الموسوم بـ "الاعتداء على الممتلكات العامة، صورة، وأحكامه" "دراسة فقهية مقارنة". إلى مقدمة، وثلاثة مباحث، وخاتمة، وثبت بالفهارس. أما المقدمة فاشتملت على أهمية البحث، وأسباب اختياره، والهدف منه، ومنهجه، وخطته. وأما المبحث الأول ففي: تعريف الاعتداء، والممتلكات العامة لغة، واصطلاحا، وتبين أن معناه هو تجاوز الحد، والحق، والقدر الذي ينبغي له الاقتصار عليه في أعيان، ومنافع الممتلكات العامة التي هي كل المؤسسات بأنواعها التي تقع تحت مظلة الملكية العامة أي ملكية المجتمع ككل لها. وقد تناول المبحث الثاني: صور الاعتداء على الممتلكات العامة، وتبين بأن الإتلاف، والسرقة، والاستيلاء، والغش وخيانة الأمانة في الممتلكات العامة أمور محرمة شرعاً توجب الإثم، والعقوبة، والضمان. وأما المبحث الثالث: فقد تناولت فيه أسباب الاعتداء على الممتلكات العامة التي من أهمها ضعف الوازع الديني، واللامبالاة وعدم الاهتمام، والجهل بحرمة التعدي على الممتلكات العامة، وتفريغ الغضب، والمشاعر السلبية تجاه المؤسسات العامة، وأن من أهم الوسائل تقوية الوازع الديني، والتنشئة الأسرية السلمية للأبناء، وزرع القيم والمفاهيم الإسلامية الصحيحة في نفوس الناشئة، وتوعية المجتمع بأهمية المحافظة على الممتلكات العامة، ومراقبة الموظفين والعاملين في الممتلكات العامة، ومحاسبتهم، وفتح المجال أمام الشباب من المراهقين، والبالغين لممارسة هواياتهم، واستثمار طاقاتهم في المفيد بفتح أندية راقية تحتويهم.
Praise be to Allah, Lord of the Worlds, prayers and peace be upon the Most Honored Messenger... The research titled "Trespassing on Public Property, its shapes, and its provisions" "Comparative Juristic Study". is divided into An introduction, three chapters, and a conclusion, proved by indexes. The introduction included the importance of the research, the reasons for selecting it, its purpose, methodology and plan. The first chapter: define linguistically and idiomatically the trespassing on public property, It is revealed that it means to exceed the limit, the right, the extent must to be limited to it in the assets and the benefits of public property, which are all institutions of all kinds that fall under the umbrella of public property, i.e. Community ownership as a whole. The second chapter deals with the shapes of the trespassing on public property. It is revealed that destruction, theft, seizure, fraudulent and dishonesty in properties are forbidden according to shari’ah and make you to be sin and subject to punishment and guarantee. The third chapter deals with the reasons for the trespassing on public property, the most important of which is the weakness of religious deterrent, indifference and lack of interest, ignorance of the inviolability of trespassing on public property, the discharge of anger and negative feelings towards public institutions. One of the most important to stop that is to strengthen the religious deterrent, the proper family upbringing for children and implant the correct values and concepts of Islam in the emerging generation, and raise awareness of the community about the importance of maintain public property, and control of employees and workers in the public property, and make them subject to accountability, and open the way for the youth including adolescents and adults to exercise their hobbies, and investment their energies in useful way by opening high class clubs contain them. The conclusion contains the most important findings I have reached. The indexes have two indexes: a topic index, and an index of references and sources.
