|a هدفت هذه الدراسة إلى توضيح أهمية الاستثمار الرياضي في إعادة تأهيل المنشآت الرياضية وكيفية تطويرها وفقا للمعاير العالمية ومدى الاستفادة من قانون الاستثمار رقم 13 لسنة 2006 المعدل في الحصول على التمويل الكافي وتسخيره لصالح تطوير المنشآت والمؤسسات الرياضية العراقية. وقد تكونت عينة الدراسة من (219) فردا، إذ بلغ عدد أفراد هيئات الاستثمار في العراق (173) فردا منهم (36) فردا من الهيئة الوطنية للاستثمار و(137) من هيئات الاستثمار في العراق أما عينة وزارة الشباب والرياضة فقد بلغت (26) فردا، فيما بلغ عدد إداريو الأندية الرياضية العراقية (20) فردا. وقد تم تطبيق المنهج الوصفي المسحي لأنه المنهج المناسب الذي يحقق أهداف الدراسة، كما يهتم بوصفها وصفا دقيقا. وقد تم جمع البيانات باستخدام أداة الاستبيان الخاصة بمحور المنشآت الرياضية وقد استنتجت هذه الدراسة إلى أن قانون الاستثمار النافذ هو الحل الأمثل لإنشاء وتطوير وإعادة تأهيل المنشآت الرياضية، وان هناك ضعف في ثقافة الاستثمار الرياضي لدى عموم المجتمع فضلا عن تدهور حالة البنية التحتية للمنشآت الرياضية، أما أبرز التوصيات فهي تشكيل لجنة عليا مهمتها تهيئة الملفات الرياضية للاستثمار لكافة الأنشطة الرياضية في العراق، وتوفير الأراضي الكافية لإقامة المشاريع الرياضية وبناء منشآت جديدة بطريقة الاستثمار فضلا عن إدخال نظام الخصخصة الرياضية وتطبيقه على أرض الواقع.

|b This study aimed to clarify the importance of investing in sports rehabilitation sports facilities and how to develop according to the world standards and how to take advantage of the Investment Law No. 13 of 2006 in obtaining adequate funding and harnessed for the benefit of the development of sports facilities and institutions in Iraq. The study sample consisted of 219 individuals, with a number of investment authorities in Iraq (173) individuals of whom (36) members of the National Authority for Investment and (137) of the Investment Commissions in Iraq, the sample and the Ministry of Youth and Sports has reached (26) individuals, while the total number of Iraqi administrators sports clubs (20) individuals. The descriptive method was applied to the survey that the appropriate approach that achieves the objectives of the study, is also interested in acting as an accurate description. The data were collected using the tool questionnaire own axis of sports facilities have concluded this study that the investment law in force is the perfect solution to create, develop and rehabilitate sports facilities, and that there is weakness in the investment culture sports among the general community as well as the deterioration of infrastructure for sports facilities, but the most prominent Recommendations are to form a higher committee files its mission to create sports investment for all sports activities in Iraq, and to provide sufficient land for the establishment of sports projects and construction of new facilities as well as the introduction of privatization sports and apply it to the ground.

|d Cette étude visait à clarifier l'importance d'investir dans les sports réhabilitation des installations sportives et comment développer selon les normes internationales et la façon de profiter de l'investissement loi no 13 de 2006 à obtenir un financement adéquat et exploitées au profit du développement de installations et des institutions sportives en Irak. L'échantillon de l'étude comprenait 219 personnes, avec un certain nombre d'autorités d'investissement en Irak (173) personnes dont (36) membres de l'Autorité nationale pour l'investissement et (137) des commissions de placement en Irak, l'échantillon et le Ministère de la Jeunesse et des Sports a atteint (26) personnes, tandis que le nombre total d'administrateurs irakiens clubs sportifs (20) personnes. La méthode descriptive a été appliqué à l'enquête que l'approche appropriée qui permet d'atteindre les objectifs de l'étude, est également intéressé à agir comme une description précise. Les données ont été recueillies à l'aide du propre axe outil de questionnaire d'installations sportives ont conclu cette étude que la loi sur l'investissement en vigueur est la solution idéale pour créer, développer et réhabiliter les installations sportives, et qu'il ya une faiblesse dans les sports de culture de l'investissement dans la communauté générale ainsi que la détérioration de l'infrastructure d'installations sportives, mais les recommandations les plus importantes sont de former un comité supérieur dépose sa mission de créer des investissements de sport pour toutes les activités sportives en Irak, et de fournir suffisamment de terres pour la mise en place de projets sportifs et la construction de nouvelles installations ainsi que l'introduction des sports de privatisation et de l'appliquer sur le sol.
