المستخلص: The study purposed to measure the degree of applying the empowerment and change management in the Kuwait public sector. The study employed an analytical descriptive approach and field study approach for data collection from public resources and primary resources respectively. The primary resources were obtained by developing a questionnaire, which was distributed to the individual of the study community. Findings indicates that there is need for the establishment of an empowering environment characterized by effective change management processes and empowerment strategies in the Kuwaiti public sector to improve the performance of the organization and individuals perceptions and working conditions. It also indicates that assertiveness is a fundamental aspect of empowerment in the public sector that forms the basis for the competency standards in the sector. Moreover, it indicates that constructive change is more often than not faced with a high level of resistance. Also, it indicates that empowerment acts hand in hand with honesty in that it enables people to express their opinions regarding practices that undermine the organizational value and the need for change. Research also shows that in the case of danger, empowerment as an element of competency standards plays a significant role in solving the associated problems and creating a safe working environment. The study concludes that the actual state of empowerment and change management in the Kuwait public sector and reveal that the organization requires strategic reforms in terms of adoption of change practices and employee empowerment strategies in order to realize and positive organizational performance. Such a practice is necessary for improving organizational performance and individual-based working conditions and perceptions. Based on the crucial state of the Kuwait public sector economy, the value put on change management and empowerment is increasing.
