The city in Algeria, following the character of the urban policies adopted in order to control its expansion and growth, knew several transformations in urban structure, urbanism and architectural characteristics. However, we find it goes through deterioration in its urban area, as well as environmental pollution, of all kinds, endangering the lives of inhabitants, in addition to the serious depletion of all its natural, material resources and even human ones. Therefore, it became necessary to lay out a mechanism allowing the proper organization of areas in the city and development of services, functions and activities directed to their population, within the framework of the comprehensive development of the city. This mechanism consists in: urban planning, one of the most important means and tools of urban development, used in this context, but within such a development preserving the environment and all its elements, in other words; the achievement of the sustainable development of the city. This study is an attempt to highlight the relationship between urban planning and the sustainable development of the city, the method of its concretization on the ground, while preserving the environment and all its resources, and the role of popular participation in its valuation and preservation.
لقد عرفت المدينة في الجزائر عدة تحولات في تركيبتها الحضرية، وكذلك خصائصها العمرانية والمعمارية، وذلك تبعا لطبيعة السياسات الحضرية التي تبنتها من أجل ضبط توسعها ونموها، لكن نجدها في الأخير أصبحت تعاني تدهور في مجالها الحضري، وتلوث بيئي بكل أنواعه مهددا بذلك حياة قاطنيها، بالإضافة إلى الاستنزاف الخطير لكل مواردها الطبيعية والمادية، وحتى البشرية، فأصبح من الضروري العمل على إيجاد آلية تسمح بحسن تنظيم المناطق في المدينة، وتطوير الخدمات والوظائف والأنشطة الموجهة لسكان هذه المناطق، في إطار تنمية المدينة تنمية شاملة، هذه الآلية هي: التخطيط الحضري، أحد أهم وسائل التهيئة العمرانية وأدواتها والموظفة في هذا الإطار، لكن ضمن تنمية تحافظ على البيئة وعلى كل عناصرها أي تحقيق التنمية المستدامة للمدينة. هذه الدراسة هي محاولة لتسليط الضوء على علاقة التخطيط الحضري بالتنمية المستدامة للمدينة وكيفية تجسيدها على أرض الواقع مع المحافظة على البيئة وكل مواردها، ودور المشاركة الشعبية في تنميتها والمحافظة عليها.
