المستخلص: En effet, nous ne cherchons pas dans cette étude à remettre en cause la validité des principes de la politique étrangère algérienne en termes de sa nature morale, Mais nous cherchons à savoir dans quelle mesure ces principes peuvent tenir compte de toutes ces transformations rapides de la structure du système international. En termes de principes, l'Algérie est l'un des rares pays à avoir formulé les principes de sa politique étrangère d'une manière claire et systématique, ce qui lui a valu beaucoup de prospérité et d’acceptation, ainsi que la stabilité de l’environnement régional. Cependant, ces principes présentent de nombreux avantages et présentent également des défauts importants, la détérioration de la situation sécuritaire dans la région, saper de plus en plus la position des partisans du principe de non-ingérence, et impose à l’Algérie une pression considérable pour la mise en œuvre de ses principes.
Dans ce contexte, nous essayons d’examiner les comportements les plus importants qui, à notre avis, constituent une preuve acceptable pour remettre en question la capacité des principes traditionnels à continuer de conférer à l’Algérie une capacité à maintenir le même degré de prospérité et d’acceptation, ce qui reflète clairement le début du retrait de la "légitimité révolutionnaire" en faveur de la "légitimité sécuritaire" dans la politique étrangère algérienne en général, et régionale en particulier.


في الحقيقة، لا نسعى من خلال هذه الدراسة إلى التشكيك في مدى صِدْقِيَّة مبادئ السياسة الخارجية الجزائرية من حيث طبيعتها الأخلاقية، ولكن نسعى للبحث عن مدى قدرة هذه المبادئ على استيعاب كل هذه التحولات المتسارعة في بنية النظام الدولي. فمن حيث المبادئ تعتبر الجزائر من قلائل الدول التي صاغت المبادئ القائدة لسياستها الخارجية بشكل واضح وممنهج، وهو ما أكسبها الكثير من الرواج والقبول، والاستقرار في محيطها الإقليمي. لكن يبقى لهذه المبادئ الكثير من المزايا، وتشوبها أيضا عيوب معتبرة، فالأوضاع الأمنية المتفاقمة بشكل غير مسبوق في محيطها الإقليمي، تقُّوضُ بشكل متزايد موقف دعاة مبدأ عدم التدخل، وتضع الجزائر تحت ضغط كبير فيما يخص وفائها لمبادئها.
في هذا السياق، نحاول من خلال هذه الدراسة رصد أهم السلوكيات التي نعتقد أنها تقدم قرائن مقبولة للتشكيك في قدرة المبادئ التقليدية على مواصلة العطاء للجزائر، من حيث قدرتها على الحفاظ على نفس درجة الرواج والقبول، وهو ما يعبر صراحة عن بداية انسحاب "الشرعية الثورية" لصالح "الشرعية الأمنية" في سياسة الجزائر الخارجية عموما، والإقليمية على وجه الخصوص.


We do not seek to question the credibility of the principles of Algerian foreign policy in terms of their moral nature. But we seek to find out how these principles can accommodate all these rapid shifts in the structure of the international system. In terms of principles, Algeria is one of the few countries that have clearly and systematically formulated the guiding principles of its foreign policy. This has earned it a lot of popularity, acceptance, and stability in its regional environment. These principles have a lot of advantages, but they also have significant drawbacks. The unprecedented security situation in its regional environment is increasingly eroding the position of the proponents of the principle of non-intervention and placing Algeria under considerable pressure with respect to the fulfillment of its principles.
In this context, we try to monitor the most important behaviors that we believe provide acceptable evidence to question the ability of traditional principles to continue giving to Algeria in terms of its ability to maintain the same degree of popularity and acceptance. This reflects the beginning of the withdrawal of “revolutionary legitimacy” in favor of “security legitimacy” in Algeria's foreign policy in general, and regional in particular.
