|a يزداد الاهتمام بمسألة الأمن الغذائي مع تزايد حجم الفجوة الغذائية كما ونقدا، والجزائر إحدى دول العالم التي تعاني وبشدة من مشكلة الغذاء، إذ تسعى الدولة جاهدة منذ الاستقلال إلى تحقيق الأمن الغذائي لهذا فمن أولوياتها الاهتمام بالقطاع الفلاحي لضمان العيش الكريم لشعبها من خلال تحقيق أقصى ما يمكن من الإنتاج الفلاحي، لسد الفجوة الغذائية من خلال العمل على تحقيق الأمن الغذائي الذي يتطلب خلق فعالية إنتاجية بتكوين الفلاحين وتشجيع الشباب على العمل في القطاع الفلاحي، ولتحقيق أمن غذائي وطني لابد من تحقيقه على مستوى كل ولاية وخاصة القيام بالاستصلاح في المناطق الصحراوية وإعطاء امتيازات لولايات الجنوب والتي من بينها ولاية بشار، ومن هنا جاءت أهمية ودور هذه الدراسة، التي تهدف إلى إبراز دور الاستثمار الفلاحي والإنتاج المحلي في تحقيق الأمن الغذائي على مستوى ولاية بشار.

|d L’attention portée à la question de la sécurité alimentaire augmente eu égard à l’écart du déficit quantitatif et financier dans le monde et l'Algérie est l’un des pays concernés par le problème alimentaire. Depuis l'indépendance, elle œuvre à réaliser sa sécurité alimentaire. Elle a fait du secteur agricole l’une de ses priorités pour garantir à sa population une vie décente en réalisant une production agricole croissante suscitée par une dynamique de la formation des fellahs et encourager les jeunes à travailler dans le secteur agricole afin de combler le déficit alimentaire. Aussi pour garantir la sécurité alimentaire nationale, elle doit vulgariser et aménager les terres arables à travers les wilayas et dans les régions sahariennes et les concéder aux fellahs tout en augmentant la productivité d’où la réalisation de cette étude qui met en évidence le rôle et l’importance de l’investissement dans la production agricole pour assurer à la wilaya de Béchar sa sécurité alimentaire.
