The problem of the stagflation is of the problems that cause argument and disagreement among the different economic schools that dealt with this problem. The economic disagreement concerned the credibility of the mutual relation between inflation and unemployment. During the seventies of the last century, the Western industrial world's event had equalized inflation with unemployment denying the reversal relation between them; these two phenomena became important aspects of the undeveloped countries. Inflation became a general phenomenon appears in the economies of the developed and developing countries as well, it is distinguished with its rapid diffusion from one country to another, strong growth from time to time and the difficulty of controlling it. World had witnessed the rise of prices level many times especially during wars and crisis, yet this was followed by a decline in the curve of prices. Inflation phenomenon diffusion results from the interwoven life condition and international economic systems. Developing countries could not avoid the trap of the stagflation that overwhelmed world especially during the seventies of the last century; the crises started in the developed countries then moved to the Third World countries as they depend on the industrial countries to get much of their needs of manufactured commodities and food industries, on one hand, and to export the raw material and the agricultural crops, on the other hand. Iraq is one of the developing countries, whose economies are subordinating to the developed countries, and that suffer from structural defects, so the problem roots belong to the ninetieths of the last century when the country subjected to the economic sanctions after the invasion of Kuwait and the long wars with the neighbor countries, this had destroyed the infrastructure of the Iraqi economy, exhausted the public budget and increased the public debts in addition to the continuous rise of prices and the devaluation of the Iraqi currency, so the result was a great and sever inflation waves with the increase of unemployment levels. The economic policies that the Iraqi Central Bank and the ministry of finance had followed were unable to face those problems as it was not independent to make decision which affect the Iraqi economy negatively. The political changes in Iraq helped in following successful and independent policies to develop the Iraqi economy in the long term. The procedures taken by the government could support the Iraqi Dinar value, decreasing the Iraqi debts, providing opportunities to decrease unemployment level and improving the living level in addition to a number of the financial and monetary policies. Yet the results of all these procedures were not so clear in their effects on the total economic variables; still there are high level of inflation and high level of employment that took economic and social dimensions. This study is an attempt to explain this phenomenon concerning its causes, its effect on the economic growth and the failure of the total economic policies to deal with this problem, as there is no such policies, and if there were they would be wrong without coordination among each other. Hence the applied study obtains its importance to measure the stagflation on the economic growth in Iraq in order to explain the problem as an attempt to present the right resolutions in the terms of the available data relating the selected time chain. The study bases on hypothesizing that (there is a relation between the stagflation and the slow economic growth rates in the Iraqi economic). The study found out a number of conclusions such as :- the stagflation problem in the Iraqi economic growth had recorded relative high rates in spite of all the attempts of the Iraqi Central Bank to limit it because the Iraqi economy, in general, suffers from structural defects, so it needs a number of financial and monetary policies to fix it and adjust its path in the following decades. To be fair, we can say that the central Bank performance is so far acceptable considering the exceptional circumstances of our country. Results shows a strong relation between the stagflation and the economic growth; if the stagflation rates increases the gross local products would slow down. |
