تنامت العلاقات الأفريقية التركية بشكل ملحوظ خلال العقود الثلاثة الأخيرة، وتعددت مظاهر هذه العلاقة سياسيا، اقتصاديا، وأمنيا. شهدت هذه العلاقة الثنائية تطورا في روابط تركيا مع مؤسسات القارة الاقتصادية، السياسية، والإقليمية (الاتحاد الأفريقي، بنك التنمية الأفريقي، الإيقاد والإيكواس...الخ). ولكن رغما عن ذلك يواجه الوجود التركي ومستقبل العلاقات الثنائية مع دول ومؤسسات القارة بتحديات سياسية وأمنية (مثل: الصراعات والنزاعات الأهلية، وأزمة عدم الاستقرار والإرهاب والتطرف في القارة والشرق الأوسط)، مما يستدعى معه وجود دور تركي فاعل في المساهمة في تحقيق الاستقرار وتقليل المخاطر التي تهدد أمن واستقرار دول القارة ومحيط تركيا الداخلي والإقليمي، لأجل شراكة استراتيجية بين تركيا وأفريقيا، إضافة لتحقيق أهداف تركيا الاستراتيجية في القارة الفرضية الرئيسية لهذه الورقة تتمثل في: أن مستقبل الشراكة الاستراتيجية بين تركيا وأفريقيا وتطوير العلاقات الاقتصادية والسياسية بين الجانبين يتطلب وجود بيئة آمنة ومستقرة تجذب الاستثمارات والأنشطة الاقتصادية التركية للقارة. كما أن العمق الاستراتيجي التركي في حاجة إلى موطئ قدم في بعض المناطق الاستراتيجية في القارة كالمناطق الساحلية والمنافذ البحرية في شرقها، وفي غيرها من المناطق ذات الأهمية السياسية والاقتصادية في القارة. خاصة وأن عاملي التاريخ والدين ليسا كافيين لتطوير شراكة استراتيجية فعالة لتركيا مع أفريقيا، في ظل عالم متغير وحراك سياسي مستمرين في القارة ومحيط تركيا الإقليمي. تهدف الورقة أولا: لتوضيح دور العامل الأمني والجيو-ستراتيجي في تطوير العلاقات الاقتصادية، والتجارية بين تركيا وأفريقيا. التعريف بمجالات التعاون الأمني والسياسي بين تركيا والدول الأفريقية ومؤسساتها. أخيرا: التعريف بأثر البعد الجيو - ستراتيجي والتنافس الدولي حول القارة في تطوير الشراكة الاستراتيجية بين تركيا والدول الأفريقية. أهمية الورقة تأتى من أن الدراسة تمثل تطويرا للنقاش الدائر حول مستقبل العلاقة بين تركيا وأفريقيا، وذلك عبر تسليط الضوء على محددات البعد الأمني والجيو- ستراتيجيى للشراكة الاستراتيجية الأفريقية - التركية، وهي من القضايا التي لم يتم تناولها بشكل كاف في الأدبيات السابقة ذات الصلة بمستقبل العلاقة بين الجانبين.
African-Turkish relations have grown significantly over the past three decades, and the political, economic, and security aspects of this relationship have become increasingly diverse. This bilateral relationship witnessed the development of Turkey's ties with the economic, political and regional institutions of the continent (African Union, African Development Bank, IGAD, ECOWAS, etc.). Nevertheless, we find that the Turkish presence and the future of bilateral relations with the countries and institutions of the continent face political and security challenges (such as: conflicts and civil strife, instability, terrorism and extremism in the continent and the Middle East), which requires an effective Turkish role in contributing to stability and reduction. Threats to the security and stability of the countries of the continent, Turkey’s internal and regional environment, for a strategic partnership between Turkey and Africa, in addition to achieving Turkey's strategic objectives on the continent. The main premise of this paper is that the future of the strategic partnership between Turkey and Africa, the development of economic and political relations between the two sides requires a secure and stable environment that attracts the Turkish economic investments and activities of the continent. The strategic depth of Turkey needs a foothold in some strategic areas of the continent, such as coastal areas and sea ports in the eastern continent, and in other areas of political and economic importance on the continent. Especially as the factors of history and religion are not sufficient to develop an effective strategic partnership of Turkey with Africa, in a changing world and the ongoing political movement and change in the continent and the region of Turkey. The purpose of the paper is to clarify the role of the security and geo-strategic factor in the development of economic and trade relations between Turkey and Africa; Second, the definition of security and political cooperation between Turkey and African institutions and countries. Finally: To define the impact of the geo-strategic dimension and the international competition on the continent in developing the strategic partnership between Turkey and African countries. The importance of the paper is that the study represents the development of the debate on the future relationship between Turkey and Africa, by highlighting the determinants of the security and geostrategic dimension of the African-Turkish strategic partnership, issues that have not been sufficiently addressed in the previous literature related to the future of the relationship between the two sides.
