|a كانت القضايا السكانية مثار اهتمام الباحثين ورجال السياسة منذ أقدم العصور التاريخية فقد أظهر عدد كبير منهم اهتماما بدراسة أحوال السكان من حيث أسباب الزيادة السريعة التي تفوق نمو الموارد الطبيعية المتاحة وتأثير ذلك في المؤسسات الاجتماعية ورفاهية الجنس البشري ، ولقد انصب اهتمامهم على الدعوة إلى الحد من معدل نمو السكان بينما نظر فريق آخر إلى المشكلة نظرة أوسع واعتبروها بمثابة جزء لا يتجزأ من عملية التنمية الاقتصادية والاجتماعية والثقافية والسياسية التي تعاني منها البلدان النامية، وتختلف إجراءات الضبط السكاني باختلاف البلاد إلى تأخذ بها، ولا يتحقق التوازن بين حجم السكان والموارد الإنتاجية إلا من خلال تدخل الحكومة باتخاذ الإجراءات الكفيلة واللازمة لتنفيذ هذه الإجراءات وسن القوانين والتشريعات وصدور اللوائح التي تعمل على إيجاد هذا التوازن.
