|b The purpose of this article is to demonstrate the processes of evolution of social, economic, political and administrative structures across different human civilizations: Roman, Indian, Athens, Pharaohs and Muslim. Also to explain the administrative function evolvement through the ancient governor lines which impressed the world with its administrative methods development. The historical methods and institutional approach were used to accentuate their landmarks in different sides with a focus on the political and administrative organization. So, the purpose of this paper is to accentuate the bureaucracies’ evolvements of ancient civilizations in the development of governance systems and the public administration

|a الغرض من هذه المقالة هو شرح عمليات تطور الهياكل الاجتماعية والاقتصادية والسياسية والإدارية عبر مختلف الحضارات الإنسانية: الرومانية، الهندية، أثينا، الفراعنة والمسلمين. أيضا لشرح تطور الوظيفة الإدارية من خلال خطوط المحافظ القديمة التي أثارت إعجاب العالم من خلال تطوير أساليبها الإدارية. تم استخدام المنهج التاريخي والمقاربة المؤسساتية للتأكيد على معالمها في مختلف الجوانب مع التركيز على التنظيم السياسي والإداري فالغرض من هذه الورقة هو إبراز تطورات البيروقراطية للحضارات القديمة في تطوير أنظمة الحكم والإدارة العامة.
