المستخلص: The performance of institutions in general and economic in particular is one of the most important topics in the field of management, and is a central element of all branches and fields of administrative knowledge, as well as the goal of various institutions, as well as the element that is centered around the existence of the institution or not. From a strategic perspective, performance has received exceptional attention, because it reflects the correctness of the strategic direction in the organization, as well as the dimensions and situations of the strategic adaptation of the institution with its environment, and to measure it there are several systems of measurement and evaluation of the performance of the institution. Which affect everyone, both inside and outside the institution, as well as the success and success of the institution especially in the age of information and knowledge. Therefore, it must design or apply performance measurement and evaluation systems that are derived from its strategy and capabilities. Comprehensive and not based on only one aspect, such as the financial side. For this reason, the balanced performance card method, based on an information system, has been developed to implement it and to chart the strategy of the institution.

إن أداء المؤسسات عموما والاقتصادية بشكل خاصة يعتبر من بين أهم المواضيع في مجال الإدارة، كما أنه يعد عنصرا محوريا لكل فروع وحقول المعرفة الإدارية، فضلا عن كونه هدف مختلف المؤسسات، وكذلك العنصر الذي يتمحور حوله وجود المؤسسة من عدمه. ومن المنظور الاستراتيجي، فإن الأداء قد حظي باهتمام استثنائي، وذلك لأنه يعكس صواب التوجه الاستراتيجي في المؤسسة، وكذلك يوضح أبعاد وحالات التكيف الاستراتيجي للمؤسسة مع بيئتها، ومن أجل قياسه توجد عدة أنظمة قياس وتقييم لأداء المؤسسة. والتي تؤثر على الجميع سواء داخل المؤسسة أو خارجها، وكذلك على استمرار ونجاح المؤسسة خاصة في عصر المعلومات والمعرفة، لذا عليها أن تصمم أو تطبق أنظمة قياس وتقييم للأداء، تكون مشتقة بالأصل من استراتيجيتها وقدراتها وأن تكون أنظمة القياس شاملة ولا ترتكز على جانب واحد فقط كالجانب المالي مثلا، لذلك تم تطوير أسلوب بطاقة الأداء المتوازن والذي يعتمد على نظام للمعلومات من أجل تطبيقه ورسم استراتيجية المؤسسة.
