المستخلص: The number of changes that the world has witnessed and continues to take place in the fields of economy, politics, culture, society and the environment beyond the scope of the Qatari state, All this has made the phenomenon of globalization the focus of many researchers, with different orientations and competencies, and research into its negative and positive effects on countries and societies has become extremely important. The options are no longer on the table regarding acceptance or rejection of this phenomenon rather on how to find strategies to deal with their implications and requirements and to try to make adequate use of potential opportunities and gains. Arab countries, like other countries in the world, are trying to find themselves a position that will protect them from being prey that the global waves are throwing. What is the concept of political globalization? What are its dimensions? Do the countries of the South have the option of hesitancy rather than adoption?

Les changements qu'a connus le monde sont venus hiérarchie dans le domaine de l'économie, la politique, la culture et la sociologie et de l'environnement, est au-delà de la portée de l'état, tout cela rendre le phénomène de la mondialisation point d'intérêt pour de nombreux chercheurs, quel que soit leur point de vue et de leurs termes de référence, on essayant Trouver leur effets négatifs et positifs sur les pays et les communautés est essentielle, le problème aujourd'hui ne se pose pas au niveau d'acceptation de ce phénomène ou de rejeter, mais la façon de trouver des stratégies pour faire face aux effets et au exigences, et d'essayer de prendre suffisamment des possibilités et des gains potentiels pour les pays arabes, comme les autres pays du monde, en essayant de trouver pour luimême un site protégé contre les vagues de la mondialisation. Alors quel est la définition du globalisation politique ? et quel sont ses effets ? et est ce quel sont les chances pour les pays du sud pour lutter contre ce phénomène?

إن جملة التغيرات التي شهدها العالم وما يزال والتي جاءت تراتيبه في مجال الاقتصاد والسياسة والثقافة والاجتماع والبيئة بشكل يتعدى نطاق الدولة القطرية، كل ذلك جعل ظاهرة العولمة محل اهتمام الكثير من الباحثين على اختلاف توجهاتهم واختصاصاتهم وأصبح البحث في آثارها السلبية والإيجابية على الدول والمجتمعات أمراً بالغ الأهمية، حيث لم يعد الأشكال مطروحاً اليوم بخصوص قبول هذه الظاهرة أو رفضها، بل كيفية إيجاد الاستراتيجيات الكفيلة بالتعامل مع آثارها ومتطلباتها ومحاولة الاستفادة بالقدر الكافي من الفرص والمكاسب المحتملة. والدول العربية كغيرها من دول العالم، تحاول أن تجد لنفسها موقعاً يعصمها من أن تكون فريسة تتقاذفها موجات العولمة. فما مفهوم العولمة السياسية؟ وما هي أبعادها؟ وهل تملك دول الجنوب خيار الممانعة بدل التكيف؟
