المستخلص: تخضع الصفقات العمومية التي تبرمها المصلحة المتعاقدة لعملية الرقابة قبل دخولها حيز التنفيذ، وقبل وبعد تنفيذها، تمارس عمليات الرقابة في شكل رقابة داخلية، رقابة وصائية ورقابة خارجية، أما التغيير الأهم الذي حمله المرسوم الرئاسي 15- 247 هو إحداث اللجنة القطاعية للصفقات العمومية بدلاً من اللجان الوطنية المعمول بها سابقاً في التنظيم الملغى 10- 236، وتهدف أنواع الرقابة لضمان نجاعة الطلبات والاستعمال الحسن للمال في إطار مبادئ: حرية الوصول للطلبات العمومية والمساواة في معاملة المترشحين وشفافية الإجراءات. تقوم على ذلك لجان رقابية حسب النوع الممارس من الرقابة في إطار الصلاحيات التي يمنحها لها القانون والتنظيم ووفقاً للتشكيل ونظام التصويت الذين يحكمانها.

The public transactions concluded by the Contracting Authority for the control process before they enter into force, before and after their implementation, are exercised in the form of internal control, control and external control. The most important change in Presidential Decree 15- 247 is the establishment of the Public Sector Transactions Committee National committees previously established in the canceled regulation 10- 236, and the types of control are designed to ensure the efficiency of demands and the good use of money under the principles: free access to public applications and equal treatment of candidates and transparent procedures. Supervisory committees shall be established according to the type of supervision exercised within the framework of the powers conferred upon it by law and regulation, and in accordance with the form and voting system they govern.

Les opérations publiques conclues par le service contractant pour la procédure de contrôle avant leur entrée en vigueur, avant et après leur mise en oeuvre, sont exercées sous forme de contrôle interne, de contrôle et de contrôle externe, le changement le plus important intervenu dans le décret présidentiel 15- 247 étant la création du comité sur les opérations du secteur public. Les comités nationaux précédemment créés dans le règlement annulé 10- 236 et les types de contrôle sont conçus pour garantir l'efficacité des demandes et la bonne utilisation de l'argent en vertu des principes: libre accès aux candidatures publiques et égalité de traitement des candidats et procédures transparentes. Les comités de surveillance sont constitués en fonction du type de contrôle exercé dans le cadre des pouvoirs qui leur sont conférés par la loi et les réglementations et en fonction de la forme et du mode de vote qu'ils régissent.
