The division of electoral constituencies is a complex object which behind a journalistic discourse and politician often Manichean and caricatural cannot be apprehended by mobilizing from different backgrounds knowledge (geography, history, sociology, political science, statistics, law...). Often criticized and associated with the notion of gerrymandering it did not obey provided with a triple control: scientific, political and legal environment that leads to strongly relativize the idea. The analysis of the last two divisions experienced by France, aims to demonstrate this working hypothesis. Le découpage des circonscriptions électoral est un objet complexe qui, derrière un discours journalistique et politicien souvent manichéen et caricatural, ne peut être appréhendé qu’en mobilisant des savoirs venus d'horizons différents (géographie, histoire, sociologie, science politique, statistique, droit...). Souvent critiqué et associé à la notion de gerrymandering il n’en obéit pas pour autant à une triple contrôle: scientifique, politique et juridique qui conduit à relativiser fortement cette idée. L’analyse des deux derniers découpages qu’a connue la France s’attache à démontrer cette hypothèse de travail. |
