|a يتخطى المفهوم الضيق للمسكن بأربعة جدران وسقف ليصبح حق الجميع في العيش في مكان آمن بسلام وكرامة، ومن هنا تدور إشكالية البحث حول تقييم الظروف السكنية بمدينة القاهرة للوقوف على مدى تمكن الأسر والمجتمع القاهري بحقوق السكن الملائم. واستهدف الوقوف على حالة السكن وتحديد مناطق السكن الهامشي، وتجريب مؤشرات التهميش، وتحديد مستوياته، ومن ثم تحديد خريطة الأولويات المكانية والنوعية في تأهيل تلك المناطق المتراجعة أو المتردية. تمثل السكن الأكثر تهميشا أو تدنيا بقسم منشأة ناصر، وتضمن نطاق السكن الهامشي منطقتان هي جنوب شرق القاهرة وامتدادها جنوبا وشرقا. ومنطقة شمال المنطقة المركزية. يوصي البحث بأهمية استمرار برنامج الدولة في تنمية المناطق العشوائية بالقاهرة، وألا يقتصر على التأهيل العمراني فقط بل يمتد إلى تثقيف مجتمعاتها للتعامل مع المجتمعات العمرانية والبيئات السكنية المستجدة والحفاظ عليها. واحتواء مظاهر النقص في البنيات السكنية للأحياء الذي ينتشر بها السكن الهامشي بإنشاء مراحيض ومغاسل عامة. وتبني برامج دعم الطاقة للمهمشين بوحدات طاقة شمسية للطهي والإضاءة بدلا من الكيروسين والوسائل الأخرى لتفادي مخاطر الحرائق والحوادث والوفيات غير الطبيعية. وتقنين السكن الهامشي على أراضي وضع اليد وفي المناطق الخطرة مثل منحدرات مرتفعات المقطم وغيرها.

|b Housing conditions and human rights in the shelter in Cairo governorate The narrow concept of the house goes beyond four walls and a roof to make it possible for everyone to live in a safe place in peace and dignity. Hence, the problem of evaluating the housing conditions in Cairo is to examine the extent to which families and the Cairo community have the right to adequate housing. The aim was to determine the status of housing, identify marginal areas of residence, and try to identify marginalization indicators, determine their levels, and then determine the spatial and qualitative map of priorities in rehabilitating those areas of decline or deterioration. Represents the most marginalized or low-lying housing in the Manshiyet Nasser area. The marginal living area includes two areas south-east of Cairo and extending it to the south and east. And north of the central area. The research recommends the importance of the continuation of the state program in the development of slums in Cairo, and not only to urban rehabilitation, but also to educate their communities to deal with and maintain urban communities and new residential environments. And contain the deficiencies in the residential buildings of the neighborhoods where the spread of marginal housing by the establishment of latrines and public lavatories. Energy support programs for the marginalized are being built with solar energy units for cooking and lighting rather than kerosene and other means to avoid fire hazards, accidents and unnatural deaths. They also regulate marginal housing on hand land and in hazardous areas such as the slopes of Mokattam Heights and others.
