المستخلص: الفتوى المنضبطة وأثرها في تحقيق التوازن الفكري في المجتمع يهدف البحث للإجابة على سؤال هل تسهم الفتوى المنضبطة في تحقيق التوازن الفكري؟ وفيه بيان معنى الفتوى المنضبطة، وسرد آثار الفتوى المنضبطة في تحقيق التوازن الفكري. حيث توصل الباحث إلى عدد من المفاهيم التي يعتقدها ضرورة في مسيرة الفتوى منها: 1- تبني تقسيم الفتوى إلى فتوى ذات شأن عام، وفتوى ذات شأن خاص، وتبني قصر الفتوى في الشأن العام على المؤسسات الجماعية، الشعبية والرسمية. 2- إن الإفتاء من غير ذي علم أو ذي دراية بالواقع لا سيما في القضايا ذات الشأن العام يؤثر سلباً على المجتمع ويصنع الغلو من حيث يدري أو لا يدري، ويسهم في بلبلة المجتمع وزعزعة التوازن الفكري، والاقتصادي، ويسهم في إذهاب سكينة المجتمع وإشغال الأمة. 3- إن أهمية ضبط الفتوى، يحتم على الأمة نفي كل من يتصدر للفتوى من غير أهلها، وهذا الأمر واجب شرعي، يجب على الأمة المصير إليه. 4- إن الفتوى في الشؤون العامة إذا لم يكن لها رعاية للواقع ورعاية لمقاصد الشريعة ومآلاتها فإنها تضر المجتمع، وتذهب به بعيداً وقد تؤثر سلباً في استقرار المجتمع. 5- إن الفتوى المنضبطة لها أثر كبير في تحقيق التوازن الفكري، فيها تتحقق وحدة الفكرة والمنهج، وتتحقق الوسطية، وتتحقق السكينة، ويتحقق الوعي الشرعي، وتحقق تماهي الفرد في المجتمع. وأخيراً: البحث في أمور الفتوى وما يتعلق بها من الأمور الخطيرة ومثار ذلك، وقد اجتهدت وبذلت ما استطعت عليه من لم شتات الموضوع والوفاء بمتطلباته، فإن أحسنت فذلك فضل من الله وإن أسأت فمن نفسي ومن الشيطان والله المستعان.

The disciplined fatwa and its impact on achieving intellectual balance in society. The purpose of the research is to answer the question: Does a disciplined fatwa contribute to achieving intellectual balance? In which the statement of the meaning of the disciplined fatwa, and recount the effects of the disciplined fatwa in achieving intellectual balance. Where the researcher reached a number of concepts that are believed to be necessary in the march of fatwa, including: 1- Adopting the division of fatwa into a fatwa of general importance, and a fatwa of particular importance, and adopting the fatwa in public affairs on collective institutions, popular and official. 2- The advisory opinion is not aware or aware of the reality, especially in cases of public concern negatively affect the society and make the excess in terms of knows or does not know, and contributes to the confusion of society and destabilize the balance of intellectual, economic, and contribute to the desecration of society and the occupation of the nation. 3- The importance of controlling the fatwa, it is imperative for the nation to deny all those who lead the fatwa of non-people, and this is a legitimate duty, the nation must fate. 4- The fatwa in public affairs if it does not have the care of reality and care for the purposes of the Sharia and its mechanisms, they harm society, and go far and may negatively affect the stability of society. 5- A disciplined fatwa has a great impact on the achievement of intellectual balance, whereby it achieves the unity of thought and methodology, achieves moderation, achieves serenity, achieves forensic awareness, and achieves individual identification in society. And finally The research on the matters of fatwa and related matters are serious and the effects of slippage, and have endeavored and made it possible for him to cut off the subject and fulfill its requirements, if it is well done, it is a virtue of God and if I sin, it is myself and the devil and God the seeker.
