تعتبر عملية صنع القرار السياسي، أحد أهم الموضوعات في دراسات علم السياسية في النصف الأخير من القرن العشرين، سواء كان صنع القرار في السياسات الداخلية وما تفرع عنه من تخصص فرعي هو علم السياسات العامة، أو في صنع القرار في السياسات الخارجية للدول. وأصبح هناك مدارس عديدة في تحليل عملية صنع القرار السياسي على المستويين) الداخلي الخارجي(، كما أضحى هناك رواد لهذه المدرسة أو تلك. ومن زاوية أن سلطات الدول الحديثة، ثلاث هي: السلطة التشريعية المختصة بإقرار القوانين وإصدارها باسم الشعب، والسلطة التنفيذية التي تنفذ القوانين التي يصدرها البرلمان، كما أن هناك السلطة القضائية المختصة بالفصل في المنازعات وفقا للقوانين الصادرة من البرلمان، في إطار منظومة متكاملة تشمل توزيع الأدوار فيما بين هذه السلطات الثلاثة. وباعتبار أن هذا الموضوع هام في تحليل السياسة الخارجية كما هو مهم في تحليل السياسة الداخلية، لذا فإن اختياره كإطار تحليلي لفهم وشرح وتفسير السياسة الخارجية لدولة ما، أضحى أمرا مهما للغاية وذلك للكشف عن كيفية صنع القرار واتخاذه في هذه الدولة. وتعتبر دولة الكويت، من الدول القديمة في منطقة الخليج العربي، والتي حصلت على استقلالها عام 1961، ووجد البرلمان وبقية السلطات منذ نشأة الدولة، وأصبح للدولة دستور يجري العمل به حتى الآن، وهي من الدول التي تعتبر مرجعية في الممارسات الديمقراطية في منطقة الخليج والمنطقة العربية بأسرها، ولذلك فإن البحث والتحليل في دور السلطات المختلفة وخاصة التنفيذية والتشريعية في صنع السياسة الخارجية لدولة الكويت، يصبح أمرا مهما. حيث تكشف الأوضاع الحالية عن خبرة الدولة الكويتية في إدارة شئونها الخارجية في ضوء الواقع والظروف التي عاشتها مع جيرانها وتدخلات الدول الكبرى، الأمر الذي يقطع بضرورة دراسة كيفية صنع القرارات الخارجية، والكشف عن الدور الحقيقي للسلطتين التشريعية والتنفيذية في إعداد ورسم السياسة الخارجية بل والكشف عن الدور الحقيقي في صنع قرارات هذه السياسة.
