قد عملت التقنيات البحرية كأداة هامة تساهم في جميع أنواع التنمية، إذ أن العلاقة بين الميناء ومدينته يمكن رؤيتها بوضوح من خلال بعض العوامل والتي أدت إلى تعدد الأندماجات بين استخدامات الأراضي الحضرية وأنشطة الموانئ إلى إنشاء منطقة واجهة وهي عادة ما تكون المنطقة التي لديها مواجهة مع التراجع والاضمحلال، وهذا يدعو إلى الحاجة لوضع حل تخطيطي استراتيجي بين السلطات المحلية والميناء في تخطيط الأنشطة الجديدة وتطوير استخدام الأراضي، وذلك من خلال إعادة تشكيل الواجهات البحرية لمدن الموانئ، أذ يساهم الميناء في الأنشطة الحضرية والوصول إلى المياه، فضلا عن ذلك تتعلق الأنشطة البحرية بمنظورات التخطيط مثل الدرجة التي يؤثر فيها الميناء والمدينة على بعضهما البعض من حيث استخدام الأراضي، يمكن القول بأن: أنشطة الميناء لها دور تلعبه في تشكيل استخدامات الأراضي للمدن، لقد تمحورت مشكلة البحث حول الإجابة عن التساؤلات عن (هل هنالك تأثير على علاقة الميناء والمدينة وأثر هذه العلاقة على استعمالات الأرض) وكانت الفرضية (أن للأنشطة والفعاليات التي يمارسها الميناء لها أهمية كبيرة وتأثير في النمط الذي تنتظم فيه استعمالات الأرض في المدينة) أما الهدف فتمثل في (إيجاد تعريف واضح لمدن الموانئ ومعرفة الأهمية المكانية لهذه النوع من المدن وما تتميز به عن طريق استعراض عدة تجارب والمقارنة بينها و دراسة واقع العلاقة بين المدينة والميناء (لمدينة أم قصر) إذ تم استعراض تعريف المدن الموانئ وما تمتاز به وتصنيفاتها، وقد تمثلت أهمية البحث في (دراسة مفهوم مدن الموانئ واستعراض أهمية هذه المدن وآلية تخطيطها لتلافي الأخطاء التخطيطية لمدننا العراقية من هذا النوع للمدن والتأكيد على أهميتها هذا النوع من المدن)، ولحل هذه الإشكالية ووصول الباحث إلى فرضية البحث وأهدافه اتبع الباحث المنهج الوصفي التحليلي عن طريق استعراض عدة دراسات وتجارب لمدن عالميه وإقليمية وعربيه وتحليلها من وجهة نظر الباحث وحسب المعلومات والبيانات التي تم إدراجها ضمن تلك الدراسات، حيث أوجد الباحث عدة محاور مشتركة تم مناقشتها من خلال جدول مقارنه كما قام الباحث بدراسة واقع الحال لمدينة أم قصر وحسب البيانات التي تم استحصالها من الدوائر المعنية بالمدينة ومينائها ومن خلال تحليله قام بمقارنتها مع تلك التجارب السابقة، فكانت اهم الاستنتاجات هي (على الرغم من أن نقاط الاتصال والعلاقات المتبادلة بين المدينة والمدن الأخرى التي يوفرها الميناء لمدينته إلا أن وجود خطوط النقل البري المصاحبة لوجود الميناء لا تخلو من المخاطر المحدقة بالساكنين سواء أكان على صعيد الأمن والأمان أو على صعيد المحور البيئي وما يسببه الخط النقل من ملوثات وضوضاء) وأهم المقترحات (التخطيط المسبق للمدينة يساعد على تلافي الفروق الكبيرة والتجاوزات التي قد تحصل للمدينة والميناء على حساب استخدامات الأراضي).
Marine techniques have been an important tool contributing to all types of development. The relationship between the port and its city can be clearly seen through some factors that have led to multiple mergers of urban land uses and port activities to the establishment of a frontier area. This carry us to develop a strategic planning solution between the local authorities and the port in the planning of new activities and the development of land use, through the restructuring of the façades of port cities, the port contributes to urban activities and access to water, In which the port and the city affect each other in terms of land use. It can be said that: port activities have a role to play in the formation of land use for cities. The problem of the research has focused on answering the questions (whether there is an impact on the relationship between the port and the city and the impact of this relationship on land uses). The hypothesis is (that the activities and events exercised by the port have a great importance and influence in the style in which land use is organized in the city). The objective is (to find a clear definition of port cities and to know the spatial importance of these types of cities and their characteristics by reviewing and comparing several experiments and studying the reality of the relationship between the city and the port (for the city of Umm Qasr), The definition of port cities and their characteristics and classification was reviewed. The importance of the research is (the study of the concept of port cities and review the importance of these cities and state planning to avoid the planning errors of our Iraqi cities and emphasize the importance of this type of cities). To solve this problem and the researcher's access to the hypothesis of research and its objectives, the researcher followed the analytical descriptive method by reviewing several studies and experiences of global, regional, and Arab cities and analyzed from the researcher point of view and according to the information and data, which included in those studies. Where the researcher created several common axes were discussed through a comparative table as the researcher studied the reality of the case of the city of Umm Qasr, according to the data obtained from the departments concerned with the city and its port, and analyzed through the comparison with those previous experiences. The most important conclusions are (although the points of contact and reciprocal relations between the city and other cities provided by the port to his city, but the existence of land transport lines associated with the existence of the port is not without the risks to the occupants, whether in terms of security and safety or the level of the environmental axis and caused by the line Transport of pollutants and noise) and the most important proposals (pre-planning of the city helps to avoid the large differences and excesses that may get to the city and the port at the expense of land uses).
