يسعى البحث الحالي إلى تحديد متطلبات تفعيل تطبيق الجودة الشاملة بالجامعة في ضوء أهدافها وتم عرض مفهوم إدارة الجودة الشاملة والجامعة العمالية وأهدافها وبعض من الدراسات السابقة التي ترتبط بموضوع البحث، لذا يتضح أن مستوى الجودة داخل الجامعة العمالية لم يرق إلى المستوى المنشود، الأمر الذي يبرر دراسة أوجه القصور ومتطلبات تطبيق الجودة الشاملة بها. لذلك تكمن مشكلة البحث في إيجاد آليات جديدة من الواقع العملي تسهم في تطوير وتحسين واقع الجامعة العمالية من أجل إحداث تأثير فعلي وملموس في تحقيق الجودة بها في ضوء أهدافها. ومن هذا المنطلق تتبلور مشكلة البحث في محاولة الإجابة عن التساؤل الرئيسي التالي: ما أهم متطلبات تفعيل تطبيق الجودة الشاملة في الجامعة العمالية في ضوء أهدافها؟ وقد توصلت الباحثة إلى مجموعة من الآليات المقترحة لمتطلبات تفعيل تطبيق الجودة الشاملة في الجامعة العمالية في ضوء أهدافها ومنها: - العمل على تهيئة المناخ المناسب الذي يساعد على تقيل ونشر ثقافة الجودة بفروع الجامعة العمالية. - إعادة صياغة أهداف وأولويات الجامعة العمالية بما يتلاءم مع خطط التنمية الحديثة ومطالب المجتمع. - توفير المتطلبات المادية والبشرية والمعلوماتية اللازمة لتطبيق معايير الجودة في الجامعة العمالية. - التخطيط الاستراتيجي بعيد المدى لبرامج الجودة على مستوى فروع الجامعة، من أجل تطوير الجامعة العمالية، لأنها تحتاج إلى وقت طويل لنشر ثقافة الجودة، والإعداد للجودة، والتدريب، وإعادة هيكلة النظم والمتابعة، والتطوير الشامل والمستمر.
The current research seeks to determine the requirements to activate the application of comprehensive quality in the Workers' university in the light of its goals. The concept of total quality management, the workers' university and its objectives, some of the previous studies were presented. So, it is obvious that the quality level within the Workers'. university is below desired level, which justifies study deficits and requirements for applying the total quality. Therefore, the study problem lies in finding new mechanisms of practical reality that contribute to develop and improve the reality of the Workers' university. Thus, a real and tangible impact in quality in light of its goals can be achieved. From the above mentioned introduction, the problem of the current is identified in an attempt to answer the following main question: What are the most important requirements for activating the total quality application in the Workers’ university in light of its goals. The current researcher assigned a set of proposed mechanisms for the requirements of activating the application of the total quality of the Workers' university in the light of its objectives including the following points: ■ Creating the appropriate climate,, that helps to accept and spread the culture of quality among the branches of the Workers' University. ■ Reformulating the. goals and priorities of. the Workers’ university that match modern development plans and society demands. ■ Providing the necessary physical, humanistic and informational requirements for implementing the quality standards at the Workers University. ■ Long-term strategic planning for quality programs at the level of the' university’s branches for developing the Workers' university. That is because it needs a long time to spread the culture of quality, preparation for quality, training, system restructuring and follow-up, and total and continuous development.
