المستخلص: الحمد لله الحكيم الخبير الذي شرع للأمة بحكمته ما يصلحها ويحفظها، والصلاة والسلام على خير البرية وأزكاها وأطهرها، ورضي الله عن آله وصحبه والتابعين لهم بإحسان إلى يوم الدين وبعد. فإن من الواجبات في مجال البحث العلمي والمجالس الفقهية أن نتعرف على آفات العصر ومعضلات الدهر، سعيا في محاربتها والتماسا لعلاجها، وتطهيرا للمجتمع من خبيث آثارها، ومن هذه المعضلات ظاهرة العنوسة لضيق ذات اليد من الذين أعجزهم الحال والمال، ولا غرو فالعنوسة يعيش آلامها وغصصها كثير من الشباب والشابات فتحطمت بسببها كثير من الآمال والتطلعات، فأدت إلى الكثير من المفسدات، والله المستعان. ولما كانت الزكاة المؤسسة الاجتماعية الأولى التي تتوخى تحقيق الأهداف الإنسانية، وقد سبقت ما اصطلح عليه في العصر الحديث بالضمان الاجتماعي ونحوها، ولما لها من خير عظيم ونفع عميم، فقد صح العزم مني على إلقاء الضوء على هذا الخطب الجلل من خلال بحثي المتواضع، والذي أبين فيه (تفعيل دور الزكاة للحد من العنوسة، كمقصد شرعي وضرورة إصلاح مجتمعية، أوجه من خلاله رسالة إلى الأمة الإسلامية أنه يتوجب علينا معرفة الأحكام الشرعية المتعلقة بمصارف الزكاة وضرورة دفع بعضها لراغبي النكاح، وإعادة النظر في الأقوال والآراء المانعة من ذلك، ومناقشتها ومراعاة المصالح المرعية، أملا في عيشة دنيوية، بالأمن والعفاف ظاهرة، وفوز برضا الله ونجاة في الآخرة. أهمية الدراسة: 1- كونها تعالج قضية مهمة ومؤثرة في حياة المجتمعات. 2- بيان دور الزكاة للحد من العنوسة والتأصيل الشرعي لصرف زكاة الأموال إليها وتسليط الضوء على الفتاوى الصادرة قديما وحديثا. 3- الاستغلال الأمثل لأموال الزكاة بحيث تصبح جهة تمويلية لراغبي الزواج وبالتالي تقليل معدلات العنوسة في المجتمعات الإسلامية. مشكلة البحث: تتمثل طبيعة مشكلة البحث في: 1- أن كثيرا من الناس لا يدركون دور زكاة أموالهم في دفع خطورة العنوسة على شباب وفتيات الأمة ومدى تأثير ذلك على مقاصد الشريعة الغراء. 2- ضعف الاهتمام بهذا المصرف من الزكاة بالنسبة إلى حجم خطورته من الأفراد والهيئات. 3- غياب ثقافة وضع الرؤى المستقبلية للحد من العنوسة من خلال هذا الركن العظيم. أهداف البحث: 1- بيان التأصيل الشرعي لدفع الزكاة لغير القادرين على مؤن الزواج في ضوء الأدلة النقلية والمقاصد الشرعية وقواعد الفقه الكلية. 2- بيان الفتاوى الصادرة في هذه المسألة قديما وحديثا (مصر والسعودية والبحرين أنموذجا). 3- الرؤى المستقبلية لتفعيل دور الزكاة للقضاء على هذه الظاهرة. 4- تعزيز منهج التأصيل الشرعي وترسيخ القيم. منهج البحث: سلكت لإنجاز هذا البحث المنهج التحليلي الاستنباطي الذي يقوم على دراسة الواقع القائم لغياب ضرورة دفع أموال الزكاة لعلاج المشاكل الاجتماعية (مشكلة العنوسة).

Praise be to Allaah . The wise expert who has embarked on the wisdom of the Ummah with what he can do and preserve it, and prayers and peace be upon the welfare of the wilderness. It is the duties in the field of scientific research and jurisprudence councils to identify the pests of the times and the dilemmas of the age, in an effort to fight them and seek treatment, and purification of society from the pernicious effects, and these dilemmas phenomenon of spinsterhood to the narrow hand of those who are incapacitated by the situation and money, and not without spin Many young men and women were shattered because of them many hopes and aspirations, led to a lot of spoilers, and God used. Since Zakat is the first social institution that aims to achieve human goals, and has preceded what has been termed in modern times with social security and so on, and because of its great good and general benefit, it is true that I intend to shed light on this great speeches through my humble research, which I show In it (activating the role of zakat to reduce spinsterhood, as a legitimate destination and the need for community reform, I send a message to the Islamic Ummah that we must know the legal provisions relating to Zakat banks and the need to pay some of those who want to marry, and to reconsider the words and opinions against this, and discuss and take into account the serums In force, in the hope of worldly existence, security and chastity phenomenon, and win the consent of God and survive in the afterlife. the importance of studying: 1- It addresses an important and influential issue in the life of societies. 2- Statement of the role of Zakat to reduce spinsterhood and legitimate rooting for the payment of zakat funds to them and highlight the fatwas issued old and new. 3- Optimal utilization of Zakat funds so as to become a funding body for those who want to marry and thus reduce the rates of spinsterhood in Islamic societies. Research problem: The nature of the research problem is: 1- That many people do not realize the role of Zakat money in pushing the risk of spinsterhood on the youth and girls of the nation and the impact of this on the purposes of the glue. 2- Poor interest in this bank from Zakat in relation to the size of its risk from individuals and organizations. 3- The absence of a culture of future visions to reduce spinsterhood through this great pillar. research aims: 1- Statement of the rooting of the legal payment of zakat for those who are unable to supply the provisions of marriage in the light of transport evidence and legitimate purposes and rules of jurisprudence. 2- Statement of fatwas issued in this matter, old and new (Egypt, Saudi Arabia and Bahrain as a model). 3- future visions to activate the role of Zakat to eliminate this phenomenon. 4- Strengthening the approach of Islamic rooting and consolidation of values. Research Methodology: In order to accomplish this research, I used the deductive analytical approach, which is based on the study of the reality of the absence of the need to pay zakat funds to treat social problems (the problem of spinsterhood)
