المستخلص: يهدف هذا البحث إلى دراسة دور برامج التأهيل في تحسين أداء المؤسسات الصغيرة والمتوسطة (م. ص. م)، في بيئة أعمال مفتوحة وديناميكية، وفي سياق الدول النامية، الجزائر مثالاً تطبيقياً. تعد هذه الدراسة من الدراسات الميدانية، الاستنباطية والكمية، وتعتمد على توجيه استمارة استبيان لرجال الأعمال ومدراء المؤسسات الجزائرية. في هذا الصدد، وزع الاستبيان على عينة من 11320 (م. ص. م)، وصل معدل الاستجابة فيها نسبة 8.95%، بعدها قدم الاستبيان النظري لعملية تنقية من خلال تحليل الموثوقية واتساق مقاييس الاستبيان، بعد ذلك تم إجراء التحليل العاملي الاستكشافي والتحليل العاملي التوكيدي. وللتحقق من فرضية البحث، استخدمنا التقنية الإحصائية لتحليل المتوسطات بالعينة المكررة. أما بالنسبة لنتائج البحث، فقد أثبتت الدراسة بالإحصاء الاستدلالي أن برامج التأهيل تحسن من أداء المؤسسات الصغيرة والمتوسطة.

The purpose of this research is to study the effect of upgrade programs on the performance of small and medium-sized enterprises (SMEs) in an open and intense business environment in a developing country context. Algeria is a practical case. This study is empirical, deductive and quantitative, based on the administration of a questionnaire sent to managers and businessmen of Algerian SMEs. A sample of 11,320 SMEs was mobilized for this research. The response rate was 8.95%. The questionnaire was subjected to a purification process by reliability analysis, and both exploratory and confirmatory factor analyzes. For the verification of the hypothesis, we used the statistical technique of analyzing the means in paired samples. For search results, we have statistically demonstrated that upgrading programs improve the performance of Algerian SMEs.

L’objet de cette recherche est d’étudier l’effet des programmes de mise à niveau sur la performance des petites et moyennes entreprises «PME» dans un environnement d’affaires ouvert et intense et dans un contexte de pays en développement. L'Algérie est un cas pratique. Cette étude est empirique, déductive et quantitative, basée sur l'administration d'un questionnaire orienté aux directeurs et hommes d’affaires des PME algériennes. Un échantillon de 11 320 PME a été mobilisé pour cette recherche. Le taux de réponse était de 8,95%. Le questionnaire a été soumis à un processus de purification par l’analyse de la fiabilité, les deux analyses factorielles : exploratoire et confirmatoire. Pour la vérification de l’hypothèse, nous avons utilisé la technique statistique d’analyse de la moyenne dans des échantillons appariés. Quant aux résultats de la recherche, nous avons démontré de manière statistique de signification que les programmes de mise à niveau améliorent la performance des PME algériennes.
