|a تهدف الدراسة إلى التعرف على وتيرة تزايد النفقات الجارية وانعكاساتها على الميزانية العامة للدولة. إذ أن السياسة المالية في الجزائر تميزت بالتوسع في الإنفاق العام خصوصا خلال الفترة (2000- 2016)، وذلك مرتبط بالتطورات السياسية والاقتصادية والاجتماعية. لقد انعكس مسار السياسة الإنفاقية التوسعية على التنمية الاقتصادية والاجتماعية من خلال البرامج التنموية المنتهجة، غير أن هذا التزايد في النفقات العامة اختلفت وتيرته بين نفقات التسيير ونفقات التجهيز والاستثمار. وكل ذلك بقي مرهون بالسياسة الجبائية المسطرة والفوائض المالية المتاحة التي تسمح بتمويل النفقات العامة للدولة، والتي تقوم أساسا على أسعار المحروقات.

|b This study aims to identify the pace of increasing current expenditures and its impact on the general budget of the State. Algeria's financial policy was characterized by an increase in public spending over the period 2000-2016, due to political, economic and social factors. The policy of expansion spending has been reflected in economic and social development through the adopted development programs. However, this increase in public spending has varied in frequency between current expenditures and investment expenditures. All that remained subject to the fiscal policy and the available financial surpluses that allow the financing of public expenditures of the State, which are mainly based on oil prices.

|d Cette étude vise à identifier le rythme de l’augmentation des dépenses courantes et son impact sur le budget général de l’État. La politique financière de l'Algérie s'est caractérisée par une augmentation des dépenses publiques durant la période 2000-2016 en raison de facteurs politiques, économiques et sociaux. La politique de dépenses d’expansion a été reflétée dans le développement économique et social à travers les programmes de développement adoptés. Cependant, cette augmentation des dépenses publiques a varié en fréquence entre les dépenses courantes et les dépenses d’investissement. Tout cela est resté soumis à la politique fiscale et aux excédents financiers disponibles qui permettent le financement des dépenses publiques de l'État, qui sont principalement basées sur les prix du pétrole.
