تتناول الدراسة موضوع التعاون بين المنظمات الإقليمية كمؤسسات دوليـة تعد الفواعل المهمة في العلاقات الدولية إلى جانب الدول وأشخاص القانون الدولي الأخرى، وذلك لأن التركيز في دراسة العلاقات الدولية ينصرف غالبا إلى الدول دون إعطاء المنظمات الإقليمية ما تستحقه من اهتمامات في الأبحاث العلمية. وقد تناول البحث تجربة التعاون بين مجلس تعاون الخليج والاتحاد الأوروبي عبر تطورها التاريخي من خلال معرفة درجة التفاعلات بين هاتين المنظمتين وما هي آثار التطورات الدولية علي هذه العلاقة بينهما ومدي توافق واختلاف سياساتهما تجاه الأحداث الإقليمية والدولية وبصورة خاصة الحرب علي الطرق والملف النووي الإيراني. ويركز البحث علي المعوقات أمام هذه العلاقات سواء أكانت مؤسسية أم سياسية، وما هي محددات البيئة علي درجة التنسيق والتعاون بينهما خاصة إذا تعلق الأمر بالأوضاع الأمنية والسياسية في منطقة الخليج والعلاقات مع إيران ثم تخلص الدراسة إلي عدد من النتائج بخصوص واقع هذه العلاقات الإقليمية ومستقبلها، وأهم هذه النتائج أن كلا المنظمتين تنظران إلي إيران كقوة تهدد أمن الخليج، وضرورة العمل علي مواجهة هذه التهديدات من خلال تعاون ورؤية مشتركة.
This research examines the co-operation among the regional organizations as important actors on the international scene, beside the other international actors and states in particular. Most of the researches' interests focus on the role of the international states ignoring the increasing contributions and involvements of these regional institutions in international politics. The research concentrates on the case of co-operation between the council of Gulf States (GCC) and European Union (EU) through the historical development of their links, and the impacts of the international developments on this relation, and the extent of agreement and disagreement of their policies towards the regional and international events particularly the war on Iraq ٢٠٠٣ and the nuclear file of Iran. The research handles the obstacles that obstruct the relations of EU-GCC whether on the intuitional or political levels and considers the international environment on the co-operation degree, especially the issues that relate to the security and political conditions in Gulf Region or the relations with Iran. Finally, the study concludes with some results that relate to the present and future relations between EU and GCC. The main conclusion of this research is: Both regional organizations consider Iran as a threatening power to the Gulf security, and they should work jointly to confront the Iranian threats to the region.
