المستخلص: إن القيمة والغاية الأهم والأغلى التي تسعى إليها جميع المخلوقات على مدار التأريخ هي (الأمن). والتي سعى الإنسان والدول إلى تحقيقها باتباع جميع الأدوات والوسائل والأساليب، وفي ظل تعقيدات وتطورات شكل التنظيم الدولي (المفترض أن يحقق السلم والأمن العالميين عقب الحرب العالمية الثانية) تطور مفهوم الأمن ليشمل المكون الاجتماعي الذي ينعكس تأثيره على كل آفاق المجتمع واستقرار الدولة. عن طريق انتهاج سياسة أمنية راشدة تعمل على بناء الثقة السياسية بين المواطن والمؤسسات السياسية (الدولة) وبين المواطنين أنفسهم عن طريق التعامل على أساس المواطنة: لا على أساس انتماءات وولاءات فرعية لا تحقق الرشادة ولا الاستدامة في تحقيق غايات الأمن. وهكذا أصبح للأمن مفهوم أشمل من النواحي العسكرية (حتى وإن كان مرتبطا). بوصفه جزء من المنظومة الأمنية المترابطة التي لا يمكن عمل إحداها دون الأخرى، ومن هذه الأنماط التي ظهرت مع تطور الدراسات الأمنية هي (الأمن العسكري، الأمن الاقتصادي، الأمن السياسي، الأمن الاجتماعي، الأمن البيئي، الأمن الصحي... وغيرها)، ومع تطور التهديدات بأشكالها المختلفة أصبح الأمن هو السياج الذي يحمى الوطن ضد التهديدات الخارجية والداخلية بما يهيئ انسب الظروف لتحقيق الاستقرار والطمأنينة. فقد ظهر مصطلح (الأمن الاجتماعي) كمصطلح فاعل في النظم السياسية كما في العلوم الأمنية، وهو المصطلح الذي يعني قدرة الدولة على حماية أمنها الداخلي والخارجي بتحقيق الانسجام المجتمعي، وتحقيق متطلبات الهوية الوطنية، مع تفعيل كل قدارتها لتحقيق أعلى معدلات التنمية والانسجام المجتمعي، في ظل تطوير قواها الشاملة وذلك لتأمين تقدمها وازدهارها وقدرتها على مواجهة المخاطر والأزمات، والتحديات، والتهديدات، والعدائيات المختلفة، بما يمكنها في النهاية من تحقيق نموها وتقدمها والتي تعد أهدافها القومية التي تميزها عن باقي الدول والتي تصاغ وفقا للمنظومة القيمية والعقائدية للدولة.

The term “social security” has emerged as an active term in political systems as in security sciences, which means the ability of the state to protect its internal and external security by achieving social harmony and achieving the requirements of national identity, while activating all its ability to achieve the highest rates of development and social harmony, Developing its comprehensive forces in order to ensure its progress and prosperity and its ability to face the risks, crises, challenges, threats and hostilities, so that it can achieve its growth and progress, which are its national goals that distinguish it from other countries and formulated according to the value system. And ideological state.
