Le concept de la bonne gouvernance des services publics redéfinit la communauté et son rôle dans le développement, ainsi la manière dont les services publics sont conçus et fournis, à travers des idées: d'empowerment, de transparence, de participation, de qualité des services et de la redevabilité.
