المستخلص: تتطرق هذه الورقة البحثية إلى مسألة جد معقدة في تاريخ المجتمعات والدول، لاسيما المجتمعات المعاصرة التي صار يطلق عليها تسمية مجتمعات ما بعد الحداثة، هذه الدراسة التي من خلالها سنعرج على الدور الحساس الذي تلعبه السياسة العامة للدولة بهدف ترسيخ القيم ولتحقيق مجموعة من الأهداف والاستراتيجيات التي تعتبر أكثر من صرورة في واقعنا المعاصر وبهدف بناء مفهوم للدولة المتماسكة ذات المجتمع المتجانس، وقد صار واضحا وجليا جدية هذا الدور الذي تلعبه تلك القدم في حياة الأمم حتى أصبحت بمثابة الماء للكائن الحي لا يعيش ولا يحيا إلا به، ولهذا فإن الأمم التي لا قيم لها لا حاضر ولا مستقبل لها، وهي معرضة للذوبان في ثقافة وقيم الآخر الذي سوف يعمل بكل جهد على طمس هويتها وتاريخها مثلما حاول المستعمر أن يفعل ذلك مع جميع الشعوب التي وقعت في شباكه في يوم من الأيام، بل ومازالت هذه الظاهرة مستمرة حتى بعد الاستقلال والى يومنا الحالي.

A travers ce document nous Surveillons la recherche sur une question très compliquée soit dans l'histoire des sociétés ou des États, en particulier les sociétés contemporaines, (les communautés post-modernisme), nous allons concentrée dans cet article sur le rôle de la politique de l’état qui établit les valeurs pour renforcer le concept d'état et société cohérent, est homogènes, ces valeurs qui joue un rôle très important dans la vie des nations. Tous simplement les valeurs se sont le passé, le présent et aussi le future, ses valeurs que les colonialistes vont travailler à brouiller l’identité et les histoire des peuples non développés, mais malheureusement à ce jour le phénomène est toujours en cours, même après l'indépendance politique.

This paper addresses a very complex issue in the history of societies and states, especially contemporary societies, which have become known as post-modern societies. This study through which we will pass on the sensitive role played by the public policy of the state to consolidate values and achieve a set of objectives and strategies that are more than clear in our contemporary reality and intending to build a concept of a coherent state with a homogeneous society. The seriousness of this role played by that foot in the life of nations has become clear and evident so that it became water for the living organism that does not live but only by it. That is why nations with no values have no present and no future and are prone to melting in the culture and values of the other, who will strive to obliterate their identity and history, as the colonizer tried to do so with all the peoples that once fell into his web. This phenomenon continues even after independence and to the present day.
