يشكل موضوع البطالة وتشغيل القوى العاملة محور اهتمام، ومصدر قلق للخطر الذي تشكله على بنيان المجتمع وتطال أساسيات أمنه وسلمه، بل وأصبحت مشكلة التشغيل من الأولويات في السياسات الاجتماعية والاقتصادية لمختلف البلدان، حيث ازداد الاهتمام بحذه المسألة لعدة عوامل نذكر منها:-عولمة الاقتصاد وتحرير التجارة الدولية وما أفرزته من آثار سلبية على أسواق العمل، تطبيق برامج الإصلاح الاقتصادي وخصخصة مؤسسات القطاع العام وما رافق ذلك من تسريح العمال -تزايد عدد السكان النشطين اقتصاديا (بلوغهم سن العمل) وارتفاع معدلات دخول المرأة لسوق العمل -أثر التطور التكنولوجي السريع في العمل وذلك إلى جانب تنامي الاهتمام بحقوق الإنسان وفي مقدمتها الحق في العمل. يعيش العالم حاليا التطور السريع والمتزايد في جميع جوانب الحياة الاقتصادية والاجتماعية والسياسية والعلمية. وقد أدت هذه المتغيرات إلى تغيير معايير ثروة الأمم، فبعد أن كانت تقاس بقيمة ما تملكه الدول من موارد وثروات طبيعية، أصبحت تقاس الآن بمدى إنتاجية مواردها البشرية والقدرة على الإنتاج بالجودة والنوعية العالية للمنتج. وقد لجأ الأفراد إلى استخدام المعارف والمهارات العلمية والأساليب العملية الحديثة لزيادة القدرة التنافسية في مجال العمل والإنتاج للوصول بالمنتج لمستوى الجودة العالمية. لقد أسفرت المناقشات الواردة بتقرير "الاستخدام في العالم" الذي أصدرته منظمة العمل الدولية عام 1998 بشأن السياسة المتعلقة بالإجراءات الكفيلة بزيادة التنافس والنمو والعمالة في ظل اقتصاد عالمي يرتكز أكثر وأكثر على العولمة، وعلى ازدياد أهمية الدور الحيوي الذي تؤديه يد عاملة ماهرة ذات درجة علمية عالية فإلى أي حد تستطيع مستويات التعليم والمهارة لدى اليد العاملة من الاستجابة للتطلعات القائمة من أجل تحقيق أهداف تعزيز النمو الاقتصادي والاجتماعي وأعداد السكان التي تزيد باستمرار ولعله من الضروري توضيح بعض الخصائص التي يجب تناولها بالتطرق إلى القوى العاملة.
