يهدف البحث إلى معرفة واقع الشراكة بين كليات التربية والمدارس بجمهورية مصر العربية، والوقوف على طبيعة الشراكة بينهما، والهدف منها، وأهميتها، وسماتها، ومبادئ الشركة الناجحة، كما يتم التعرف متطلبات الشراكة وأنماطها، والمعوقات التي تعيق عملية الشراكة وتم تقديم تصورًا مقترحاً لتحقيق الشراكة بين كليات التربية والمدارس، استرشاداً بخبرات بعض الدول المتقدمة. ولتحقيق ذلك الهدف اعتمدت الدراسة على المنهج المقارن باستخدام أسلوب حل المشكلات الذي يبدأ بتحديد المشكلة وتحليلها، والصياغة، للمفكر التربوي الإنجليزي براين هولمز Brian Holmes المقترحة للسياسة التعليمية، ثم تحديد العوامل القريبة من المشكلة، وينتهي بالتنبؤ لحلول المشكلة. ولقد توصل البحث إلى مجموعة من النتائج منها الافتقار إلى الضوابط والتشريعات التي تنظم العلاقة التشاركية بين كليات التربية والمدارس، ونقص الوعي بثقافة الشراكة التربوية ومستوياتها ومجالاتها من جانب كليات التربية والمدارس، وضعف التوجه نحو تطبيق التوجهات التربوية والأساليب الإدارية التي تنتجها كليات التربية لتطوير المدارس، والحاجة إلى استراتيجيات وخطط لتحقيق الشراكة بين كليات التربية والمدارس، وضعف قدرة أعضاء المجتمع المدرسي على التخطيط الاستراتيجي، والاستفادة من الإمكانات المتاحة بكليات التربية، وفى ضوء تلك النتائج تم تقديم عددًا من الآليات لتمكين كليات التربية من تحقيق الشراكة مع المدارس، وتطوير الأكاديميات المهنية للمعلمين في مصر.
The research aims to identify the partnership between the colleges of education and schools in the Arab Republic of Egypt, the nature of the partnership between them, the objective, the importance, the characteristics of the successful partnership, the principles of the partnership, the requirements of the partnership and its types, and the obstacles that hinder the partnership process. A proposal was submitted to achieve partnership between the colleges of education and schools, based on the experience of some developed countries. To that end, the study relied on a comparative method of problem solving that begins with problem identification and analysis, drafting, the proposed English pedagogical thinker Brian Holmes for education policy, identifying the factors that are close to the problem, and ending with the prediction of solutions to the problem. The research has produced a number of results, including a lack of controls and legislation governing the partnership relationship between education colleges and schools, a lack of awareness of the culture of educational partnership and its levels and fields on the part of education colleges and schools, a weak trend towards implementing the educational orientation and management methods produced by the education colleges to develop schools, the need for strategies and plans to achieve partnership between the colleges of education and schools, the inability of members of the school community to plan strategically, and to benefit from the capabilities available in education colleges of achieving partnership with schools and developing professional academies for teachers in Egypt.
