تمثل المعرفة أحد المظاهر الأساسية للإنتاج في عالم اليوم، وبالتالي فقد أصبحت المعرفة موردا هاما من الموارد الاقتصادية، وعنصرا أساسيا من عناصر الإنتاج، فالمعرفة أصبحت أحد المكتسبات المهمة للاقتصاد والمجتمع على حد سواء، ومن هنا فإن أهمية الاقتصاد المبني على المعرفة تكمن في أنه اقتصاد يتسم بالقدرة على توليد واستخدام المعرفة. يهدف البحث لتسليط الضوء على الاستراتيجيات التي تتبناها دول الخليج العربية في التحول إلى الاقتصاد المبني على المعرفة لتوطين المعرفة واستيعابها، ومن ثم توليدها وإنتاجها، وكذلك تطويرها. تكمن أهمية البحث في الوقوف على معرفة محاور وآليات استراتيجية التحول للاقتصاد المعرفي، وقابلية هذه الاستراتيجية للتطبيق في الاقتصاديات العربية، وخاصة اقتصاديات دول مجلس التعاون الخليجي العربية، من أجل اللحاق بركب التقدم الاقتصادي والاجتماعي للعالم المتقدم. وتحتوي هذه الدراسة على ثلاثة أجزاء رئيسية بجانب المقدمة، ويشمل الجزء الأول عرضا لدور القطاع الحكومي في توطين المعرفة في دول الخليج العربية ويسلط الجزء الثاني الضوء على دور الجامعات والمؤسسات التعليمية في تنمية البحث والتطوير والابتكار. ويوضح الجزء الثالث دور إدارة المعرفة لإيجاد بيئة مؤسسية وتنظيمية ملائمة للاقتصاد المبني على المعرفة. ويختتم البحث باستخلاص بعض النتائج والتوصيات فيما يتعلق باستراتيجية التحول إلى الاقتصاد المبني على المعرفة.
Knowledge is one of the essential aspects of production in today's world. Knowledge has become an important resource of economic resources and an essential component of production. Knowledge has become an important asset for both the economy and society. Hence, the importance of a knowledge-based economy lies in the fact that it is an economy characterized by Ability to generate and use knowledge. The research aims at shedding light on the strategies adopted by the Gulf States in transforming the knowledge-based economy to the localization, assimilation, production and production of knowledge. The importance of the research is to identify the axes and mechanisms of the strategy of the transformation of the knowledge economy, and the ability of this strategy to be applied in the Arab economies, especially the economies of the Arab Gulf Cooperation Council, in order to catch up with the economic and social progress of the developed world. This study contains three main parts besides the introduction. The first part includes an overview of the role of the government sector in the localization of knowledge in the Gulf States. The second part highlights the role of universities and educational institutions in the development of R & D and innovation. Part III illustrates the role of knowledge management to create an appropriate institutional and regulatory environment for a knowledge-based economy. The research concludes with some conclusions and recommendations regarding the strategy of transition to a knowledge- based economy
