المستخلص: يعد مطار أربيل الدولي بداية النقل الجوي في أقليم كوردستان العراق، وتميزه بموقع جغرافي ساعده على أن يكون بمثابة البوابة الجوية الأولى بالنسبة للمحافظات الإقليم أمام حركة النقل الجوي والتجاري، كما ويعتبر بمثابة حلقة الوصل في تقديم خدمة نقل الركاب والبضائع ما بين محافظات الإقليم وداخل محافظات العراق ومع دول المجاورة العربية والأوروبية. يهدف هذا البحث إلى الكشف عن واقع مطار أربيل الدولي وإمكاناته في ظل تحقيق التنمية المستدامة وتوضيح قدراته والطموحات المستقبلية وإمكانيه تطويرها وكيفية الوصول به إلى مصاف المطارات العالمية وذلك عن طريق دراسة ومقارنة المعايير المشتركة بينه وبين مطار رواسي باريس رواسي الذي يعد من اهم مطارات في العالم. يقدم البحث دراسة المقارنة بين مطاري أربيل وباريس رواسي من خلال إبراز العوامل المشتركة بين المطارين والمتمثلة بسهولة الوصول وحركة المسافرين وحركة الشحن الجوي كونها من اهم العوامل المؤثرة في تقييم المطارات العالمية. إذ تم إجراء تحليل مقارن بين المطارين وفقا للعوامل المشتركة بين المطارين، إذ أن إجراء المقارنة بين المطارين يسهم في تحسين واقع مطار أربيل عن طريق استلهام التجربة في مطار باريس بشكل يحفز مطار أربيل الدولي. فقد توصل البحث إلى مجموعة من النتائج أهمها أن دراسة المقارنة بين المطارين لها دور كبير جدا في تحسين أداء مطار أربيل الدولي والسعي نحو تنمية إمكاناته ليصبح من المطارات الرئيسية في المنطقة. كما توصل البحث إلى وجود فارق كبير جدا في سهولة الوصول بين المطارين والتي تعد إحدى اهم العوامل في اختيار المطار، لذا من الضروري تطوير وسائل الوصول لمطار أربيل الدولي. تناول البحث المقدمة والتي بدورها تضمنت مشكلة البحث وهدف البحث ومنهج البحث، فيما جاء الجزء الأول متناول خصائص المطارين، أما الجزء الثاني فأختص بتحليل ومقارنة العوامل المشتركة بين المطارين، وقد اختتم البحث ببعض النتائج والتوصيات.

Erbil International Airport is regarded the beginning of air transport in the Kurdistan Region of Iraq. It is distinguished by a geographical location that helps to serve as the first air gate for the provinces of the region in front of the air and commercial transportation. It also serves as a link in providing passengers and cargo transportation service between the provinces of the region, the provinces of Iraq and with neighboring Arab and European countries. This research aims at uncovering the reality of Erbil International Airport, its potentials in the light of achieving sustainable development, clarifying its capabilities, future aspirations and its potential to develop and reach the standards of the international airports via studying and comparing the common standards between it and the airport of Paris Rawasy which is considered one of the most important airports in the world. The study presents a comparative study between Erbil and Paris Rawasy airports by highlighting the common factors between the two airports in terms of the easy access, passenger traffic and air cargo traffic as they among the most important factors affecting the assessment of international airports. A comparative analysis has been done between the two airports according to their common factors as such a comparison, between the two airports, contributes to improving the reality of Erbil airport by inspiring the experience at Paris airport in a way that stimulates Erbil International Airport. The research has reached a group of results, the most important of which is that the study of the comparison between the two airports has a very important role in improving the performance of Erbil International Airport and seeking to develop its potential to become one of the main airports in the region. The research has found that there is a very large difference in the accessibility between the two airports which is one of the most important factors in the selection of the airport and so it is necessary to develop the means of access to Erbil International Airport. The research paper has been divided into three sections. The first section deals with the theoretical frame presenting the problem, the objective and the method of the research paper. The second section deals with the characteristics of the two airports. The third section deals mainly with the analysis and the comparison of the common factors between the two airports. The research concludes with some findings and recommendations.
