المستخلص: هدفت الدراسة للتعرف إلى العوامل الاجتماعية والنفسية لدى مرتكبي الجرائم الإلكترونية ذات الطابع الجنسي من وجهة نظر المختصين لدى الأجهزة الأمنية في جنوب الضفة الغربية، وتكوّن مجتمع الدراسة من جميع المختصين العاملين في الأجهزة الأمنية الذين يتعاملون مع الجرائم الإلكترونية، في محافظتي بيت لحم والخليل، واستعان الباحثان بالمنهج الوصفي التحليلي أسلوب دراسة الحالة، واستخدم الباحثان أداة المقابلة المتعمقة في جمع البيانات من الميدان، وطُبقت على عينة قصدية بلغت (20) مفردة. وخلصت الدراسة إلى أهم النتائج الآتية: إن غياب الرقابة على الأبناء والشعور بعدم الرقابة من قبل مرتكبي الجرائم، وغياب الاهتمام سواء من الزوج أو الزوجة تجاه الآخر، وتعاطي المخدرات، وقلة فرص العمل، والوضع الاقتصادي السيء، والبطالة، والإدمان الإلكتروني، وضعف الوازع الأخلاقي والديني، يجعل المجرم يقوم بأعمال منافية للأخلاق الاجتماعية. وإن مرتكب الجريمة الجنسية لديه، هوس بالأمور الجنسية، سواء أكان المجرم ذكر أو أنثى. وأهم انعكاسات هذه الجرائم على الصعيد النفسي التي تمس الضحية، وعائلة الضحية، وعائلة الجاني مثل التوتر، الخوف، القلق، الاكتئاب، وعلى الصعيد الاجتماعي كحدوث الطلاق والانفصال والعزلة والوصمة الاجتماعية وتتأثر العائلات على الصعيد الاقتصادي بشكل ملحوظ. وإن العقوبة المطبّقة في المحاكم غير رادعة لكل من تسول له نفسه ارتكاب في مثل هذه الجرائم، وخاصة في ظل غياب المحاكم المختصة بالجرائم الإلكترونية، وأن الرادع الاجتماعي له تأثير ودور كبير في الحد من الجريمة الإلكترونية ذات الطابع الجنسي.

The study aimed to know the social and psychological factors among those who commit electronic crimes having asexual nature from the point of view of specialists in the security bodies in the south of the West bank. The population of the study consisted of all specialists working in the security bodies who deal with electronic crimes in the two governorates of Bethlehem and Hebron. The two researched made use of the descriptive analytical methodology, the method of case study. The two researchers used the tool of the in-depth interview in gathering the data from the field. The tool was applied to a purposeful sample of (20) items. The study reached the following most important results: lack of monitoring the children, feeling of no monitoring by those who commit crimes, lack of interest whether from the husband or the wife towards each other, drug addiction, lack of job opportunities, the bad economic situation, unemployment, electronic addiction, and the weakness of the ethical and religious deterrent make the criminal undertake actions that negate the social ethics. The one who commits sexual crime has a mania for sexual matters whether the criminal is a male or a female. The most important reflections of these crimes on the psychological level which harm the victim, the victim’s family and the criminal’s family include tension, fear, anxiety, and depression, and on the social level they include the occurrence of divorce, separation, isolation and social stigma. On the economical level, the families are affected noticeably. The punishment which are applied in the courts is not deterring for anyone who is thinking of committing such crimes and specially under the absence of courts which are specialized in electronic crimes. The social deterrent has an effect and a big role in curbing the electronic crime having a sexual nature.
