المستخلص: Against the backdrop of the increasing prevalence of digital currencies throughout the world and their diverse use, and bearing into mind non-recognition of digital currencies by most governments and their impact on social security as manifested in financing of criminal activities such as drugs, prostitution, as well as violence and terrorist groups, the current study attempts to answer the following main question: What is the effect of digital currencies on social security? The current study adopted the social survey method and utilized two tools, namely a quantitative tool represented in an electronic questionnaire form, and a qualitative tool in the form of a case study guide applied to a sample of economic experts and businessmen. The study was applied to users of electronic websites and digital currencies in the period from the beginning of June 2019 until the end of August 2019. The findings of the study revealed the multiple advantages of using digital currencies such as their usability and wide spread, the existence of regulatory control over digital currencies, the appreciation of digital currencies, bringing about significant profits, direct transactions without intermediaries as well as consumer trust in transactions with digital currencies. On the contrary, there are several negative effects of digital currency such as the absence of legal controls over it, increase of fraud crimes, its use in criminal activities. Furthermore, digital currency is not censored by security controls. The study also revealed some social effects of digital currencies such as taking over the poor’s money, weakening the economic resources of the state, increased unemployment rates, threatening the stability of the life of citizens as well as the wide spread of electronic crimes. The study came up with some suggestions of which the most important is the official recognition of the use and exchange of digital currencies. It also recommended that a digital symbolic currency be issued by the central banks and guaranteed by the state, and that laws must be laid to define the nature and methods of transaction using virtitulal currencies. Moreover, the security control system must be developed in such a way that would enable the security sectors to pursue and arrest those who commit electronic crimes by using digital currencies.

في ظل تزايد انتشار العملات الرقمية على مستوى العالم، وتنوع استخداماتها، وعدم اعتراف غالبية الحكومات بهذه العملات، وتأثيرها على الأمن الاجتماعي، من خلال تمويل الأنشطة الإجرامية مثل تجارة المخدرات والدعارة وتمويل جماعات العنف والإرهاب، وتتحدد مشكلة الدراسة في الإجابة على تساؤل رئيس فحواه: ما تأثير العملات الرقمية على الأمن الاجتماعي؟ وتم الاعتماد على منهج المسح الاجتماعي بالعينة، وتم استخدام أداتين هما: أداة كمية: وتتمثل في استمارة استبيان إلكترونية. وأداة كيفية. وتتمثل في دليل دراسة حالة يتم تطبيقها على عينة من خبراء الاقتصاد ورجال الأعمال. وتم التطبيق على مستخدمي المواقع الإلكترونية والعملات الافتراضية في الفترة من بداية يونيه ٢٠١٩ وحتى نهاية أغسطس 2019. وأوضحت نتائج الدراسة تعدد إيجابيات التعامل بالعملات الرقمية وتمثلت في سهولة التعامل بالعملات الرقمية، الانتشار الواسع للعملات الرقمية، وجود ضوابط لاستخدام هذه العملات، ارتفاع قيمة العملات الرقمية، تحقيق أرباح كبيرة، التعامل بدون وسطاء وعمولات، الثقة في التعامل بالعملات الرقمية. وتتعدد الآثار الأمنية للعملات الرقمية وتتمثل في عدم وجود ضوابط قانونية، تنامي جرائم الاحتيال، استخدامها في ارتكاب الجرائم، لا تخضع العملات الرقمية للرقابة الأمنية للدول. وتمثلت الآثار الاجتماعية في إمكانية الاستيلاء على أموال الفقراء، إضعاف الموارد الاقتصادية للدولة، زيادة معدلات البطالة، التأثير على استقرار حياة المواطنين زيادة انتشار الجرائم الإلكترونية. وتم وضع عدة توصيات أهمها: الاعتراف الرسمي بتداول واستخدام العملات الرقمية، إصدار البنوك المركزية عملة رمزية رقمية بضمان الدولة، وضع قوانين تحدد طبيعة وأساليب التعامل بالعملات الافتراضية، تطوير منظومة الرقابة الأمنية بما يمكن الجهات الرقابية من تتبع والقبض على مرتكبي الجرائم باستخدام العملات الرقمية.
