المستخلص: تمر العديد من الدول -وخاصة النامية-بالعديد من الأزمات الاقتصادية، فتلجأ إلى الاستدانة من المؤسسات الدولية كأحد الحلول التي تنتهجها، وقد تنجح هذه الطريقة وتؤتي ثمارها، وقد تصبح تلك القروض أحد المشاكل والأعباء التي تعاني منها تلك الدول لما تحتويه من شروط وتكاليف تمليها المؤسسات الدولية كضمان لديونها. ولما كان صندوق النقد الدولي أحد كائز النظام النقدي العالمي في العصر الحديث بما يملكه من أموال فتلجأ إليه الدول للاستدانة رغبة في مساعداتها، ومن هذه الدول البرازيل وماليزيا واليونان وغيرها. وقد مرت مصر في عصرها الحديث بالعديد من الأزمات الاقتصادية ولجأت إلى صندوق النقد طالبة مساعداتها للنهوض من أزمتها وكانت آخر هذه المرات في سنة 2016م، وقد اشترط صندوق النقد على مصر مجموعة من الشروط والإجراءات منها تحرير سعر الصرف وتطبيق ضريبة القيمة المضافة وغيرها. وقد تناولت هذه الدراسة القروض وأنواعها وأهم مزاياها وآثارها الاقتصادية، ثم عرجت لماهية الإصلاح الاقتصادي وأهدافه ودوافعه وسياساته، ثم تناولت التعريف بصندوق النقد الدولي من حيث هيكله التنظيمي وخصائص قروضه وأثر هذه القروض على الدول النامية، ثم قمت بتحليل العديد من تجارب الدول التي لجأت إلى الاستدانة من صندوق النقد الدولي كالبرازيل وماليزيا واليونان وما هي أهم السياسات التي طبقتها حتى تنجو من أزمتها ومن ما زال يعانى من تلك القروض، وأخيرا تناولت التجربة المصرية وأسباب لجوء مصر إلى صندوق النقد وأهدافها من هذا القرض، وما الذي سوف يترتب عليها من هذا القرض محللا أهم المتغيرات الاقتصادية التي تؤثر على الاقتصاد المصري كنمو الناتج المحلي الإجمالي ومعدل التضخم والبطالة وغيرها.

Many countries - especially developing ones - are going through many economic crises, resorting to borrowing from international institutions as one of their solutions, and this method may succeed and pay off, and those loans may become one of the problems and burdens that these countries suffer from because of the conditions and costs dictated by the institutions International as a guarantee of its debt. And since the International Monetary Fund was one of the pillars of the global monetary system in the modern era, with the money it possesses, countries resort to it to borrow in a desire to help them, and these countries include Brazil, Malaysia, Greece and others. Egypt has gone through its modern era in many economic crises and resorted to the IMF asking for its assistance to rise from its crisis and the last of these times was in the year 2016 AD, the IMF stipulated a set of conditions and procedures for Egypt, including the liberalization of the exchange rate and the application of value-added tax and others. This study dealt with loans, their types, the most important advantages and their economic effects, then reviewed the nature of economic reform, its goals, motivations and policies, then examined the definition of the International Monetary Fund in terms of its organizational structure and the characteristics of its loans and the impact of these loans on developing countries, then I analyzed many of the experiences of countries that resorted to borrowing From the International Monetary Fund such as Brazil, Malaysia and Greece, and what are the most important policies that they applied in order to survive their crisis and who still suffers from these loans, and finally the Egyptian experience and the reasons for Egypt's resorting to the IMF and its objectives from this loan, and what will it entail from This loan analyzes the most important economic variables that affect the Egyptian economy, such as GDP growth, inflation, unemployment, and others.
