المستخلص: تمثل الزكاة إحدى الشعائر التعبدية التي يرتكز عليها بنيان الإسلام، كما تشكل في الوقت نفسه إحدى الآليات التي يعتمد عليها الاقتصاد الإسلامي في تصحيح ومعالجة المشاكل الاقتصادية التي تعتري أي اقتصاد كالبطالة، الفقر، التضخم. وبالنظر إلى أهمية هذه الفريضة حاولنا من خلال هذه الدراسة أن نستعرض مسار التجربة الماليزية في هذا الميدان، من خلال قياس أثر الزكاة على النشاط الاقتصادي الحقيقي في الولايات الماليزية باستخدام منهجية بانل. وقد توصلت الدراسة إلى جملة من النتائج. إن أهم النتائج التطبيقية تؤكد وجود اختلاف بين الولايات الماليزية في تحصيل الزكاة، حيث يعد الإقليم الاتحادي (كوالالمبور، بوتراجايا ولابوان) وسلانغور أهم الولايات المساهمة في تحصيل الزكاة على المستوى الوطني، ويعود هذا إلى جملة من الأمور، أهمها درجة تنظيم صناديق الزكاة ومدى وعي المواطنين بأهمية هذه الشعيرة، وارتفاع المستوى المعيشي بهاتين الولايتين، والبنية السكانية. كما أظهرت نتائج الدراسة القياسية أن ارتفاع الزكاة سيؤدي إلى ارتفاع الاستهلاك العائلي والناتج الداخلي الخام في ظل بقاء جميع المتغيرات الأخرى على حالها، لكن نتائج نموذج بانل الديناميكي أوضحت انخفاضا شديدا في معلمة الزكاة، وهذه نتيجة حتمية كون الزكاة لا تشكل سوى 0.24% من إجمالي الناتج الداخلي الخام حسب إحصائيات سنة 2016، كما يؤدي ارتفاع الزكاة إلى انخفاض معدلات البطالة لكن بنسبة جد ضعيفة في أغلب الولايات الماليزية، وهذا يرجع إلى كون مناصب العمل المفتوحة بواسطة صناديق الزكاة لا تشكل سوى 0.64% من إجمالي اليد العاطلة عن العمل. بناء على هذه النتائج قدمنا جملة من التوصيات التي تسمح لصناديق الزكاة في الدول الإسلامية بزيادة فعاليتها والرفع من مستويات تحصيل الزكاة.

Zakat represents one of the devotional rituals upon which the structure of Islam is based. At the same time, it is one of the mechanisms on which the Islamic economy relies in correcting and addressing the economic problems that afflict any economy, such as unemployment, poverty, and inflation. Given the importance of this obligation, we tried through this study to review the course of the Malaysian experience in this field, by measuring the impact of zakat on real economic activity in the Malaysian states using the Panel methodology. The study reached a number of results. The most important applied results confirm the existence of a difference between the Malaysian states in the collection of zakat, where the Federal Territory (Kuala Lumpur, Putrajaya and Labuan) and Selangor are the most important states contributing to the collection of zakat at the national level. This is due to a number of things, the most important of which is the degree of organizing the zakat funds, the extent of citizens’ awareness of the importance of this ritual, the high standard of living in these two states, and the population structure. The results of the analogical study also showed that the increase in zakat will lead to a rise in family consumption and the gross domestic product in the light of all other variables remaining the same. However, the results of the dynamic panel model showed a severe decrease in the zakat parameter. This is an inevitable result, given that zakat constitutes only 0.24% of the gross domestic product, according to the statistics of 2016. The increase in Zakat also leads to a decrease in unemployment rates, but at a very weak rate in most Malaysian states, and this is due to the fact that the jobs opened by Zakat funds constitute only 0.64% of the total unemployed. Based on these results, we presented a set of recommendations that allow zakat funds in Islamic countries to increase their effectiveness and raise the levels of zakat collection.
