المستخلص: يتناول في هذا البحث العوامل المؤثرة في قرار الملك إدريس السنوسي أثناء اختياره لرؤساء الحكومات الليبية خلال العهد الملكي في ليبيا 1951-1969. ومن المعلوم إن الدستور الليبي آنذاك أعطى للملك أحقية اختيار وتكليف رئيس الوزراء الليبي غير إن هناك عوامل كان لها تأثير في قراراته تلك وبطريقة أو بأخرى وبعبارة أخرى كان عليه مراعاتها: وأهمها مسألة الأقاليم التي تكونت على أساسها ليبيا وهي أقاليم طرابلس وبرقة وفزان، وإن كان قعد أعطى اهتمامه بشكل واضح للإقليمين الكبيرين طرابلس وبرقة فقد كلف خمسة رؤوساء حكومات من طرابلس ومثلها من برقة في مقابل رئيس حكومة واحد من فزان في محاولة للإرضاء فزان هذا الإقليم الذي يسكنه عدد قليل من السكان بالمقارنة بالإقليمين الأخرين. كذلك كان للحاشية الملكية وبالأخص عائلة الشلحي دورا بارزا في التأثير على الملك أثناء اختيار حكوماته، وأن كانت نصائحهم في صالح الملك وليبيا بصفة عامة. وهناك بعض التكهنات عن دور السفير البريطاني في هذا الشأن وإن لم نستطع التأكد منها بشكل صحيح، ومن المعلوم إن الظروف الداخلية والخارجية كانت حاضرة في ذهن الملك أثناء قيام المظاهرات والاضطرابات وما لها من تأثير على اختيارات الملك لرؤوساء حكوماته، ولا ننسى تركيز الملك إدريس السنوسي على أصحاب الثقة والإخلاص في اختياراته تلك. على أية حال وأن استمع الملك لنصائح مقربيه وحتى حلفائه من غير الليبيين إلا أنه كان يراعي مصلحة الدولة أثناء مشورتهم والا ما أخذ بها مثلما حدث في كثير من الأحيان عندما يختار أشخاصا غير متوقعين لمنصب رئيس الوزراء في ليبيا. هذه الدراسة مهمة كونها لم يتطرق لها الباحثين بشكل أوسع إضافة إلى ذلك عززت معرفتنا بغموض كان حول هذه الحقبة التاريخية.

This study tackles several factors affected the Libyan king’s decision, Idris al-Senussi; while selecting the newly independent country prime ministers in his royal monarchy from 1951 to 1969. It's a well-known fact that king put above all in the Libyan constitution and was granted abosolute power to appoint or dismiss the prime minster and all other ministers. However, these factors reflected the differing political orientations of the provinces and the ambiguities inherent in Libya's monarchy. First, after the first the kingdom was established along federal lines, three provinces, namely Tripolitanians, Cyrenaica and Fezzan. The three provinces had their own legislative authorities and powerly granted by Idris I; while those of Cyrenaica and Tripolitania, which were favouring ones by the king, were appointed five prime ministers for each one of them, that of Fezzan was nominated only one prime minister to be satisfyied, where small number of the Libyan population lived, compared with the other two regions. Second, the king’s prime ministers’ choices had influenced by the adivces of his royal families, especially the prominent granted role to the Shalhi family to Idris I in particular and hte country in general. A third factor, in his foreign policy, doubts over the involving of the British ambassador in this issue. In response, the fact that Libyan king had apparently contemlated that unrset and admonstrations which supported by internally and externally circumstances also affected his selections Overall, despite the King Idris listend to his close Libyan and Non-Libyan advisers, he firstly took into his consideration the country’s interst during his unexpected appointng the prime miniters. This study is imprtatant because very little has been written about the above mentioned factors. It also adds to our knowledge issues related to the Libyan king period.
