المستخلص: تميزت العلاقات الروسية السورية طيلة الفترات التاريخية السابقة بنوع من الاستمرارية والاعتماد المتبادل على الجانب الاقتصادي والأمني، وباتت سوريا منذ حقبة الاتحاد السوفيتي تمثل هدفا أساسيا في الاستراتيجية السوفيتية، وبالرغم من الظروف التي مرت بها كلتا الدولتين سواء على المستوى الداخلي أو الدولي ظلت تلك العلاقات تسير نحو الأفضل حتى باتت في السنوات الأخيرة شبيهة بسياسة الاعتماد المتبادل وحتى التحالف المبني على المصالح الاقتصادية والأمنية والاستراتيجية. وقد تناولنا في بحثنا هذا العلاقات الروسية السورية وانعكاسها على الأزمة السورية وذلك في ثلاثة محاور، تناولنا في المحور الأول التطور التاريخي للعلاقات الروسية السورية في حين تناولنا في المحور الثاني محددات العلاقات الروسية السورية، وجاء المحور الثالث ليتناول الموقف الروسي من الأزمة السورية الراهنة، حيث قمنا بتحليل هذا الموقف من الأزمة، ودوافع روسيا التي أفضت إلى هذا الموقف وانعكاس تلك الأهداف والمصالح على العلاقات الروسية السورية. وقد انعكس ذلك على موقف روسيا من الأزمة الحالية التي تمر بها الدولة السورية، حيث وقفت روسيا إلى جانب النظام السوري ضد المعارضة السورية فقد ساندت روسيا النظام بالدعم المادي والعسكري، وكذلك الدعم السياسي، وانعكس ذلك في مساندة النظام بمده بالأسلحة والمعدات العسكرية والاقتصادية، بل وصل الأمر إلى الدفاع عن النظام في الجبهة الداخلية، ومساندته بالطيران الروسي وغيرها من أشكال الدعم المادي على مستوى الجبهة الداخلية، بالإضافة إلى قيادة مفاوضاته الإقليمية والسعي نحو إقامة مؤتمرات تفاوضية بين مختلف القوى المشاركة في الصراع السوري. أما على المستوى الدولي فقد تصدت روسيا على اعتبار أن لديها حق النقض "الفيتو" لجميع المحاولات التي تهدف إلى اتخاذ قرارات التدخل الدولي في سوريا ومن ثم مثلث مظلة حماية دولية للنظام السوري في المحافل الدولية. ولا شك أن الموقف الروسي من الأزمة السورية تقف وراءه العديد من العوامل والمحددات التي كانت دافعا رئيسيا لاتخاذ روسيا هذا الموقف تجاه الأزمة السورية. وباتت تعرف الأزمة السورية على أنها صراع قوى دولية وإقليمية مختلفة، وتحولت تلك الأزمة من أزمة داخلية بين النظام الحاكم وقوى ثورية ومعارضة داخلية إلى صراع إقليمي ودولي تتصارع فيه الإرادات الإقليمية والدولية على خلفية المصالح المتناقضة فيما بينها، وهذا ما انعكس على إطالة أمد هذه الأزمة، وبات الجميع يتحدث عن الحل السياسي والتفاوض لصعوبة الحسم العسكري لتلك الأزمة ولا شك أن للموقف الروسي الدور الرئيسي في إدارة هذه الأزمة بوقوفها ودعمها المستمر للنظام الحاكم في سوريا، وعليه فإن العلاقات الروسية السورية قد تم استثمارها في إطار الأزمة الحالية التي تمر بها سوريا لتأتي في مصلحة النظام الحاكم وتمكنه من الاستمرار في فوضى الصراع الداخلي وحمايته بالمقابل في إطار النظام الدولي وفي وجه القوى الدولية الأخرى.

The Russian-Syrian relations were characterized throughout the previous historical periods by a kind of continuity and mutual dependence on the economic and security side, and Syria since the era of the Soviet Union represented a primary goal in the Soviet strategy. Despite the circumstances which faced both countries both internally and internationally, these relations were progressing towards the best that in recent years it has become similar to a policy of interdependence and even an alliance based on economic, security and strategic interests. We discussed in this research Russian-Syrian relations and their reflections on the Syrian crisis, in three axes. In the first axis, we discussed the historical development of Russian-Syrian relations. In the second axis, we discussed the determinants of Russian-Syrian relations. The third axis addressed the Russian position on the current Syrian crisis, where we have analyzed this stance on the crisis, Russia's motives that led to this stance and the reflection of those goals and interests on Russian-Syrian relations. This was reflected in Russia's position on the current crisis that the Syrian state is going through, as Russia supported the Syrian regime against the Syrian opposition. Russia supported the regime with material and military support, as well as political support, and this was reflected in supporting the regime by supplying it with weapons, military and economic equipment, and even to defend the regime on the internal front, and to support it with Russian aviation and other forms of material support at the level of the internal front, in addition to leading its regional negotiations and striving to establish negotiating conferences between the various forces involved in the Syrian conflict. On the international level, Russia has confronted on the grounds considering that it has the right to veto all attempts aiming at taking decisions of international intervention in Syria representing the umbrella of international protection for the Syrian regime in international arenas . There is no doubt that the Russian position on the Syrian crisis lies behind many factors and determinants that were a major motivation for Russia to take this position towards the Syrian crisis. The Syrian crisis became known as a conflict of different international and regional powers, and that crisis transformed from an internal crisis between the ruling regime and revolutionary forces and an internal opposition to a regional and international conflict in which regional and international wills wrestled against the background of contradictory interests among them, and this is reflected in the prolongation of this crisis. Everyone is now talking about a political solution and negotiation of the difficulty of military resolution of this crisis. There is no doubt that the Russian position has the main role in managing this crisis by standing and continuing support for the governing regime in Syria. Therefore, Russian-Syrian relations have been invested in the context of the current crisis that Syria witnesses to support the ruling regime and enabling it to continue in chaos of the internal conflict and protect it in return within the framework of the international system and in the face of other international powers.
