تقوم فلسفة موازنة التخطيط والبرمجة على توجيه الخطط والبرامج والأنشطة الحكومية لتتوافق مع خطط التنمية الاقتصادية والاجتماعية للدولة في الأجل الطويل، وقد هدفت الدراسة إلى التعرف على أهم الجوانب الاقتصادية للموازنة العامة للسلطة الفلسطينية. واختبار أثر استخدام موازنة التخطيط والبرمجة على الجوانب الاقتصادية للمجتمع الفلسطيني. وقد استخدام المنهج الوصفي التحليلي في إعداد الدراسة. وتوصلت الدراسة إلى مجموعة من النتائج أهمها أن أسلوب موازنة التخطيط والبرمجة يقدم رؤية استباقية للمستقبل البعيد، مما يمكن متخذي القرار من استخدام السياسات المالية والنقدية المناسبة في الوقت المناسب لتحقيق الأهداف المالية والاقتصادية والاجتماعية. كما توصلت الدراسة إلى أن تطبيق موازنة التخطيط والبرمجة يساهم في تحسين الجوانب الاقتصادية للمجتمع كزيادة الناتج المحلي الإجمالي وخفض مستوى البطالة والحد من معدلات التضخم. وأوصت الدراسة بوضع المعالجات المناسبة لحل مشكلة البطالة المتفاقمة ضمن الخطة الاقتصادية طويلة الأجل. كما أوصت بإعداد دراسات مستقبلية حول دور الجهاز المصرفي في دفع عجلة التنمية الاقتصادية. وأكدت على ضرورة إعداد الموازنة العامة للسلطة الفلسطينية وفقاً لأسلوب موازنة التخطيط والبرمجة لما له من آثار إيجابية على دعم الجوانب الاقتصادية والاجتماعية للمجتمع.
The philosophy of the planning-programming budget is based on the guidance of government plans, programs and activities to conform the economic and social development plans of the state in the long term. The study aimed to identify the most importance of economic aspects of the general budget of the Palestinian Authority, and to test the impact of using planning-programming budget on the economic aspects of Palestinian society. The descriptive and analytical approach is used to prepare the study. The study found set of results, the most important is that planning and programming balancing method offers a vision of proactive distant future, enabling decision makers from the use of appropriate fiscal and monetary policies in a timely manner to achieve the financial, economic and social objectives. It also found that the application of the planning-programming budget contributes to the improvement of the economic aspects of society such as increasing the GDP, reduce the level of unemployment and the reduction of inflation rates. The study recommended to put the development of appropriate solutions to solve the growing problem of unemployment within the long-term economic plan. It also recommended to prepare future studies on the role of the banking system in promoting economic development. And it emphasized on the neediness to prepare the general budget of the Palestinian Authority according with the method of planning-programming budget due to its positive effects on the strengthening of economic and social aspects of the community.
