المستخلص: This study aimed to identify the extent to which the presidents and members of the Palestinian sports federations applied to the objectives set out in the plans of their federations and to know the extent to which the presidents and members of the Palestinian sports federations applied to the goals set and to know the differences in the implementation of these goals depending on, gender variables, status, type of union, qualification, and experience. The researcher used the descriptive method. Using study sample that consisted of (66) members of the unions' chairmen and members of the Palestinian sports unions, of them (17) heads of unions and (49) members, who were chosen randomly. The questionnaire was used as a tool of data collection, which included five axis (Technical goals, administrative and financial objectives, goals relating to planning and development, goals for measuring, evaluating performance and goals related to top management). The researcher used averages and standard deviations for each item in the questionnaire to answer the study questions. Adopting the Berson variable, (Cronbach Alpha), and (T- test). The results showed that the achievements of objectives in the Palestinian sports unions were moderate, they emphasize the importance of educational qualification in the extent to which the objectives set in the Palestinian sports unions' plans and the variable differences were in favor of the bachelor's or higher. The researcher has recommended the need to highlight on the influencing variables positively in the achievements of the objectives of the Palestinian sports union such as, the qualification taking it into consideration in the employment process. And emphasizing the need to develop a practical program for rehabilitation of administrative staff to keep up with modem developments in the field of sports administration and management of various events to rebuild the Palestinian sports entity system strongly in local, regional and international arena.

هدفت هذه الدراسة تعرف مدى تطبيق رؤساء وأعضاء الاتحادات الرياضية الفلسطينية للأهداف الموضوعة في خطط اتحاداتهم، وتعرف مدى تطبيق رؤساء وأعضاء الاتحادات الرياضية الفلسطينية للأهداف الموضوعة وإلى معرفة الفروق في تطبيق هذه الأهداف تبعا لمتغيرات الجنس، الصفة، نوع الاتحاد، المؤهل العلمي، الخبرة. واستخدم الباحث المنهج الوصفي بصورته المسحية، حيث تكونت عينة الدراسة من (66) فرداً من رؤساء وأعضاء الاتحادات الرياضية الفلسطينية منهم (17) رئيسا و (49) عضواً، وتم اختيارهم بالطريقة العشوائية. واستخدمت الاستبانة كأداة لجمع البيانات حيث تضمنت الاستبانة خمسة محاور، هى: الأهداف الفنية، والأهداف الإدارية والمالية، وأهداف تتعلق بالتخطيط والتطوير، وأهداف تتعلق بقياس وتقويم الأداء، وأهداف تتعلق بالإدارة العليا. وللإجابة عن تساؤلات الدراسة استخدم الباحث المتوسطات الحسابية والنسب المئوية والانحراف المعياري لكل فقرة من فقرات الاستبانة، ومعامل ارتباط بيرسون، ومعادلة الثبات كرونباخ ألفا (cronbach Alpha)، واختبار (ت) (t- test). وقد أظهرت النتائج أن مدى تحقيق الأهداف في الاتحادات الرياضية الفلسطينية كان بدرجة متوسطة، وتأكيد أهمية متغير المؤهل العلمي في مدى تطبيق الأهداف الموضوعة في خطط الاتحادات الرياضية الفلسطينية، وكانت الفروق لصالح البكالوريوس فأعلى. وأوصى الباحث بضرورة تسليط الضوء على المتغيرات المؤثرة إيجاباً في مدى تحقيق أهداف الاتحادات الرياضية الفلسطينية، مثل المؤهل العلمي، وأخذها بالحسبان عند التعيين، وضرورة استحداث برنامج عملي لتأهيل الكوادر الإدارية؛ بهدف مواكبة التطورات الحديثة في مجال الإدارة الرياضية، وإدارة الفعاليات المختلفة؛ وبغية إعادة كيان المنظومة الرياضية الفلسطينية بقوة إلى الساحة المحلية والإقليمية والدولية.
