From this point of view, the municipality is the main driver for local development, by virtue of the direct relationship with the population and its close link with the territory of Algeria to the reform sought, particularly the economic reform and the development of their post position on the other hand, municipalities have become in a bad isolated private and rural areas in need of a decentralized system, the development of these areas, because without the municipality can't realize applied national police policies of the central authority there is a note one ticket despite the potential of some of the municipalities, but it did not come from a underdeveloped spot (a place) and is responsible for the protection of the environment in accordance with the overall national and local development.

البلدية هي جماعة محلية وتحتل مكانة مهمة في التنظيم الإداري المحلي للدولة الجزائرية، وهي قاعدة اللامركزية وتعد الأرضية التي يرتكز عليها نظام الحكم لدورها القوي في تقريب الإدارة من المواطن حيث يمنح التشريع في كل دول العالم صلاحيات واسعة وكثيرة، للبلديات في دعم وتقوية دور البلديات للمشاركة في تطبيق استراتيجية التنمية المحلية وهذا يتوقف على وفرة الموارد المالية، فالمال هو أساس النشاط الإداري لا فائدة من تشكيل المجالس المحلية دون توفير الموارد البشرية الكفؤة لتسيير تلك الموارد وإلا ينطبق القول الشائع فاقد الشيء لا يعطيه من هذا المنطلق تكون البلدية هي المحرك الأساسي للتنمية المحلية بحكم علاقتها المباشرة مع السكان وارتباطها الوثيق بالإقليم المحلي، لهذا سعت الجزائر إلى الإصلاح وخاصة الإصلاح الاقتصادي وتطويره بدءا من مركزها وبالمقابل أصبحت البلديات في وضع سيئ خاصة المنعزلة منها والريفية فأصبحت الحاجة إلى وضع نظام لامركزي يقوم بتنمية هذه المناطق لأن بدون البلدية لا يمكن تحقيق السياسات الوطنية المطبقة من السلطة المركزية وهناك ملاحظة رغم توفر الإمكانات لبعض البلديات لكنها لم تخرج من بقعة التخلف كما أنها مكلفة بحماية البيئة تماشيا مع التنمية الوطنية الشاملة والمحلية.
